Electronic Health Records, as a key role in health care reform and medical informatization, has developed rapidly in recent years, with the growth of filing rate and expansion of application fields. While as the constant popularization of EHR, the security issues have arisen from the process. EHR contains much individual information and electronic medical records, which is not only related to the individual privacy, but also the health care and medical rescue, that is to say, the security of EHR is directly linked to the information safety of citizens and the safeguard to their health. However, related researches in the view of information ecology and from the perspectives of structure and function of information ecological system are not very common to see.The information ecology theory in China can date from the 1990 s and has been the key measure in currently analyzing and solving all kinds of problems among information resources, people and information environment. Based on the previous studies, this paper will adopt the theory and methodology of information ecology, take the EHR as a whole information ecology system, put the security and balance as the stance, and mainly intend to study the potential security problems arising from the process and propose specific security optimizing measures, in order to provide the reference to the security management and sustainable development of EHR in China.This paper has been divided into five chapters. Chapter one is the Introduction, introducing the background and significance of this research, and literature review of both domestic and foreign research status in this field. Chapter Two gives a brief interpretation of the formation and features about information ecology system, and defines the status and the influence of information security in the EHR information ecology system. Chapter Three analyzes the security issue during the operational process of EHR from the perspectives of function and structure respectively. The perspective of structure is composed of individual, environment and resources; while the perspective of function mainly focuses on the function of production, circulation and utilization. Chapter Four proposes security optimization measures based on the previous chapters, from the perspectives of structural balance, functional dynamics, stable strategic update and risk management.
