The Evaluation Of DEA For Medical And Health Service Efficiency In Hainan

With the advancement of medical system reform in our country,medical and heath services is becoming more and more standardized,but there are still a lot of structural problems.For example,the allocation of medical and health resources is unreasonable,blinds expansion of medical and health institutions,the unreasonable flow patients is becoming more and more obvious,it cause medical reform difficult.So optimizing the allocation rate of health resources,and improving the utilization rate of health resources,is that we need to focus on current problems,and effective way to promote the development of our country public health.So,how to configure the medical and health services resources reasonably and effectively and the implementation of the regional health planning is an urgent need to address the major livelihood issues.In the past,we have studied the efficiency of medical and health service constantly,we found that the efficiency of medical and health services is a different from the traditional concept of production efficiency,but we always have been difficult to get rid of the thinking of traditional measurement efficiency in practical application,which will result in the rough use of the efficiency of medical and health services,which will cause unscientific and unreasonable the measurement and evaluation.So,when we study and evaluate the efficiency of medical and health services,we should define the concept scientifically in the first,and then analyze the impact of the input and output on the efficiency of medical and health services in detail.So the purpose of this study is to establish a evaluation system of the efficiency of medical and health services,base on the use the data envelopment analysis to evaluate efficiency of country,then improving the medical and health resources allocation rate and utilization rate.In the past study,based on the concept of the efficiency of medical and health services,designing the model and evaluation of the efficiency of medical and health services.In the current application,the production frontier analysis method is more widely used,the frontier analysis method is divided into parametric method and non parametric method according to whether the specific of production function is given.The former is represented by stochastic frontier analysis,the latter is represented by data envelopment analysis.At present our scientists use these methods for efficiency evaluation in many field,but these methods have their advantages and restrictive,it is necessary to make reasonable judgment according to the actual situation.In addition,there are many indicators in the evaluation of the efficiency of medical and health services,but due to limitation of data envelopment model,we have to eliminate some relative invalid index.Therefore,this paper was screening index strictly on the basis of statistical tests,the first of which is to eliminate the strong correlation between the index, followed by small coefficient of variation of the index, so the selection of the final index not only used the cluster analysis, but also used the Spearman correlation ? discrete tendency analysis method to screen out the final evaluation index. To maximize the advantages of data envelopment analysis, to overcome the inherent limitations of data envelopment analysis of its own model. Because the evaluation of the efficiency of medical and health services in country is a system engineering, the paper draws on many efficiency evaluation system of medical and health services for the measurement, which is based on the principle of scientific,measurable, comparability, and used the scientific statistical method to establish the evaluation index system of the efficiency of medical and health services, which in accordance with the truth of Hainan, then take 18 cities and counties in Hainan Province as the evaluation unit, established the evaluation system of input and output, used the DEA model for a series of analysis and evaluation. Finally, the article puts forward political suggestions on the improvement of allocation of medical and health resource in Hainan Province.
