Along with the raising economic development level in China, speeding up building a socialist of public service, improving the system of NPO’s participating in public service outsourcing is an objective requirement of orchestrating the coordinate development of economic and society, building a socialist harmonious society and realizing “Chinese Dream”. The eighteenth Communist Party of China Central Committee highlight accelerate transforming the government functions, improve the social management mode, spread the government’s purchase services, and promote social organizations to undertake the transformation of government’s function and purchase services, to build a better service-oriented government. NPO’s participating in public service outsourcing is a new approach for the reform and innovation in the public administration system.As China is in the period of social transformation, people’s requests for public service is increasingly high, but there are several problems exist in the public services from Government, such as high-cost, inefficiency and low-quality, especially in environmental protection, health care, basic education and other high-profile public services, while NPO can provide diversified services, promptly content the public’s various needs and improve efficiency and quality of the public services. Therefore the research for NPO providing public services is particularly urgent.In part one of this paper, introduced the concepts of NPO, public service and public service outsourcing, elaborated the theoretical foundations of NPO’s participate in public service outsourcing by analyzing the objective necessity and realistic possibility of NPO’s participating in public service outsourcing. In part two, introduced the basic situation of Hangzhou NPO’s participate in public service outsourcing in detail, and evaluated the typical practice to find the constraints and the problems and reasons of NPO’s participate in public service outsourcing. In part three, through analyzing the practices of NPO’s participating in public service outsourcing in China and abroad, evaluated the typical practice to absorb the insightful experience. In part four, connecting with the practical situation, propose policy suggestions to facilitate and perfect NPO’s participating in public service outsourcing. |
