Manning quotas is the basis of hospital management and an extremely important part of the rational development of human resources, the achievement of objectives and the hospital construction and development. Public hospitals in our country have been using the manning quotas standard of the Ministry of Health issued in 1978. Over the past 30 years, along with the economic development, technological advancement, increase of the population and medical institutions in our country, there has been a great change of the medical service demand. The standard has been unable to meet the needs of all levels of the hospital development, cannot meet the needs of the rational allocation of hospital human resources to improve the efficiency, the allocation ratio of doctors, nurses, workers and service personnel, medical staffing serious imbalance and other issues are very prominent, it has become a serious obstacle to the health career development in our country, therefore the urgent need for re-enacting the current manning quotas standard for hospital. This paper focuses on the research and exploration of the manning quotas for public hospitals under corporate governance structure, as well as in the corporate governance structure of how to break the traditional management and how to innovate new mechanism, it has important and far-reaching significance for improving service level and promoting the overall development of hospital, solving the unscientific hospital human resource configuration and the tense physician-patient relationship.In this paper, through literature studies, field surveys, questionnaires, analysis and comparison, Delphi method, linear regression models etc., combining all levels of hospital staffing allocation cases, make a comprehensive exposition of the manning quotas standards in public hospitals agencies to enact and manage. Firstly, making a comprehensive comparative analysis of the domestic provincial and municipal public hospital agencies through "patient and hospital bed ratio method”," Depreciation method” and” Synthesis method”. Secondly, making a research and analysis on the foreign public hospital manning quotas and its' standard. Lastly, through Delphi method and linear regression model estimating, it made the standard in proportion to hospital beds and hospital staff, innovatively proposed the way to check and ratify the number of administrative management personnel, professional and technical personnel and sanitation workers in public hospital agencies, namely as reaching a certain reference hospital beds, only in proportion to the increase of new professional and technical personnel, not to increase new the administrative staff. Put forward that Institutional Organization Commissions only approved the total manning quotas and the limit number of different type of staffing in public hospital agencies, the hospital agencies identified in the total range of internal structure and staffing of the administrative departments of various number of macro management and supervision. This innovative method and new management model means: the first is to make up for the manning quotas standard issued in 1978; the second is to solve the present short situation of professional and technical personnel; the third is the guarantee of hospital function, to complete the task, promote the benign development of the hospital, fully reflect the hospital public welfare attribute, effectively promote the development of hospital corporate governance structure; the fourth is to improve the hospital management and medical service level, promote the sustainable development of hospital, gradually achieve the magnificent goal of health care for everybody to enjoy.
