Objective: To investigate the current states of human resources of CDC in Changji prefecture,it provides reference basis for optimizing the allocation of health personnel and improving the staff professional quality.Methods: this paper investigates the current situation of CDC personnel in Changji district and its jurisdiction 2 cities,5 counties,The contents of the survey include staffing,age,education,title,and so on.Using statistics such as rate and composition ratio to describe the human resource structure of the staff of the CDC in Changji city and county,and comparing some of the statistical index with the data of Xinjiang and the whole country.By using the comprehensive evaluation method of human quality,the comprehensive quality scores of the personnel of each disease control and prevention institution are obtained.Lorentz curve and Gini coefficient method were used to study the equity of health human resources in CDC.Result: 1)The overall compilation of Changji state is lower than the number of workers on duty.2)There are 93 in-service staff in prefecture-level disease control institutions,with an average of 43 persons per county level,and an average of 2.69 persons per 10,000 population.3)The age structure is ageing.4)Changji City CDC education level is higher than the county level.5)Changji prefecture-level CDC has a better job title,with fewer people without or waiting to be hired than Xinjiang and the whole country,and the proportion of other titles is better than that of Xinjiang and the whole country.Judging from the situation of each county and city,Primary and below the title of more than 50% counties and cities Fukang City,Hutubi County,Manas County,Qitai County,Jimusar County.6)Changji prefecture,county level staff members of the professional composition is basically the same,focused on public health,technical testing major.7)CDC professional and technical personnel and health technical personnel accounted for the total establishment did not meet the national standards.8)In Changji prefectural CDC,faults occurred between 10 and 20 years,but less than 5 years at county level.9)The personnel comprehensive quality is good but the internal disparity is big.10)The average score of the staff of Changji prefectural CDC was 8.28,and the comprehensive score of the staff at county level was lower,and the difference of personnel quality was large.11)The Gini coefficient of population distribution and geographical area distribution were 0.16 and 0.02 respectively.Conclusion: In 2016,Changji County CDC staff establishment and professional technical personnel are short,the municipal CDC human resource structure is superior to county CDC,the county level CDC personnel comprehensive quality is low,the internal gap is big;The fairness of geographical area distribution is better than that of population distribution.
