Objective:Through the cross-sectional study on medical hygiene supervisors' basic status,work,etc,in Hebei Province from 2014 to 2015,find out the existing problems in the process of the health supervision capacity building,analyze the causes,and put forward countermeasures and suggestions.Methods:Making questionnaire by senior experts from medical and health supervise field on the basis of work experience and research purpose,distributing questionnaires by some methods,such as mail,sent directly,etc.1216 medical hygiene supervisors in Hebei Province were researched,to master their basic situation,training situation and problems existing in the work,etc.In the survey,1100 questionnaires were recovered,and 1084 were valid,so the return rate is 90.5%,the efficient rate is 98.5%.Bilateral typing and proofreading of information in questionnaires by EPiData3.1 software,exporting and organizing data by Excel 2003 software,and then all data were analyzed with SPSS statistic software.For count data,statistical analysis was performed with the chi-square test,and then calculate the personal contingency coefficient.Results:1 There are 1084 medical hygiene supervisors surveyed in this study,including 12 at provincial level,taking 1.1%;93 at municipal level,taking8.6%;and 979 at country level,taking 90.3%.Age distribution of medical hygiene supervisors is average at provincial level;medical hygiene supervisors aged between 41 and 50 bear a very high proportion,taking40.9%,at municipal level;medical hygiene supervisors aged between 31 and40 bear a very high proportion,taking 38.5%,at county level.Most medicalhygiene supervisors who job at provincial or municipal level,have received undergraduate education,taking 75.0% and 57.0% respectively;Most medical hygiene supervisors who job at county level,have received college degree,taking 45.1%.The largest number of medical hygiene supervisors have learned clinical medicine,with 335 people,taking 30.9%.The largest number of medical hygiene supervisors have had junior technical titles,with427 people,taking 39.4%.The largest number of medical hygiene supervisors have worked more than 20 years,with 443 people,taking 40.9%.The time distribution of medical hygiene supervisors last for current job is average.Most medical hygiene supervisors whose monthly wages in between 2000yuan-3000 yuan,with 552 people,taking 50.9%." Wage level " and "title" is relevant,coefficient of association is 0.42.There are 319 medical hygiene supervisors have get some awards,only taking 29.4%,"the highest level of awards" is concerned with "the institutional level","the degree of education","the title" and "the cumulative time of training".2 In this study,medical hygiene supervisors who go to at least one training every year take 93.2%,Among them,the largest number of medical hygiene supervisors who have less than 5 days of the cumulative time of training every year,taking 45.2%.The highest training level for most of medical hygiene supervisors who have went to training is the provincial level,taking 59.7%.Most of medical hygiene supervisors go to teaching train frequently,taking 42.5%.Most of medical hygiene supervisors want to go to professional train,taking 53.6%." The cumulative time of training " is concerned with "the number of training","the title" and "the time last for current job".3 In this study,69.4% of medical hygiene supervisors are satisfactory for current job;92.1% of medical hygiene supervisors urgently want to get more lucrative wage package;65.3% of medical hygiene supervisors think that their work was recognized by society;70.3% of medical hygiene supervisors regard medical surveillance as his life-long cause;59.2% of medical hygiene supervisors are interested in medical surveillance,"the degree of interested inthe job" is concerned with "the age","the major","the title","the wage level","the work source" and "the work form".72.9% of medical hygiene supervisors think that their work can reflect their own values,"Whether their own values can be reflected in the job" is concerned with "the institutional level","whether their job can be accepted","whether medical market order can be improved by regulation","the work source " and "the work form".4 In this study,most of medical hygiene supervisors think that the relative person of management law consciousness is the main causes of case investigation;in the cracking down unlicensed medical work,the main problem is that it is too hard to banned completely;the accountability is the main source of pressure.Conclusions:1 There are many problem need to be solved,including insufficient number of medical hygiene supervisors,older,lower-level professional skill,low wages,equipment configuration(such as law enforcement vehicles)can not meet the job demands,modern office facilities is not perfect,etc.2 Medical hygiene supervisors face on many problem in the process of law enforcement,they take a lot of pressure and risk,medical hygiene supervisors should be into civil management as soon as possible,it must perfect the legislation and reduce the pressure of work.3 We must carry on an active publicity drive to get a good medical market.
