Background With the economy growth in Minhang district more workers in the enterprises suffered occupational hazards. However, the circumstance of the occupation hazard of the enterprise in Minhang has not been very clear because of the changes of the enterprises.Objectives Based on the instigation on the occupation hazard status for the enterprises in Minhang district and management mode, development of an effective method for managing the occupation hazard was attempted to supply suggestions for a effective occupational health management mode.Methods Data were collected on the situation of prevention and management of occupational diseases on-site including the occupational health management system, the occupational hazard inform system, the cost of prevention and management of occupational diseases, the physical examination of the workers, the inspection and assessment of work conditions, the competent public health authority, the supervision and inspection, occupational health organization and professionals, the setting of occupational health plan, related archives, the declaration of businesses and operations, informing the laborers of the potential occupational hazards, the setting of occupational health bulletin board, and the occupational-health supervision.Results Occupational hazards generally existed in the enterprises of Minhang district. The occupational health situations were of great difference by ownership, industry and the hazards. The proportion of supervision in the investigated enterprises is 99.0%, and the proportion of asking for modification was 34.6%. The proportion of being subject to penalties is 11.5%. However, the proportion in the severely hazardous enterprises is 0.0%. There were differences in the proportion of the management system establishment, setting manager and setting special outlay by ownership, industry, and hazards. The proportion of manger setting in the state ownership enterprise was larger than that of the share restricted enterprise (χ2=16.0, P=0.000), so was the chemical industry to the building material industry. The amount of self-conscious declaration is smaller than that of accomplishing the assessment of the occupational health measures. The proportion of self declaration of enterprises with severe hazards was lower than the enterprises as a whole (χ2=8.9, P=0.003) Occupational health facilities and personal protective equipments were partly provided in some factories. Both the rate of pre-employment physical examination (98.6%) and the rate of pre-departure physical examination (92.5%) in state ownership enterprise are much higher than that of the light industry (7.2%). The status of establishing system, setting manager and archiving were significantly improved in 2007 compared with that in 2006.Conclusions There were great differences in establishing occupational health system, setting manager, setting budget by ownership. There had been a great room in the proactive prevention to improve. There has been a status of partly configured or partly prepared in the management of occupational health facilities and personal protective equipments. The supervision was indicated to be an effective way to promote the management of the occupational health in the enterprises.
