With the rapid development of agricultural production in China,agricultural emergencies are becoming more and more frequent,which poses a serious threat to the safety of people’s lives and property.In recent years,the Ministry of agriculture of the provinces to the emergency management system construction across the province and city and county level three agricultural disasters,comprehensive utilization of various means of information,improve the efficiency and speed of disposal to agricultural emergencies,for agricultural production safety escort.The Ningxia Hui Autonomous Region is located in arid and semi arid areas,drought,wind,hail and other natural disasters,major crop pests such as emergencies,and the overall level of agricultural informatization is relatively backward,incompatible with the disaster situation is grim.This study focuses on the practice of agricultural emergency management in Ningxia area,completes the construction of crop disaster emergency management system in Ningxia,and puts forward suggestions for the application of the system.The system is divided into 5 modules according to its functions,including disaster reporting,resource management,disaster Kanban,system settings,video conferencing.Disaster reporting module realizes the reporting of pest disaster situation,reporting of meteorological disasters and reporting of work progress.Disaster Kanban module realizes dynamic display of disaster situation.Resource management module implements material management,institutional management,personnel management functions.System configuration module to achieve the basic data configuration function.Video conference module to achieve rapid deployment of disaster relief and disaster relief process supervision.The main operating system of the system is B/S architecture,followed by J2 EE architecture development,and uses the mainstream framework to speed up the development schedule.HTML,CSS,JavaScript language through the front page,use jQuery,Bootstrap framework;back-end through Java,JSP language,using Spring,Apache Shiro,MyBatis,Activiti framework;database software for Oracle 11 G,to complete the system data storage and read write operation system;the main program is installed on the CentOS server,use tomcat as the website components.The video conference module uses MCU,conference terminal,video intercommunication gateway,individual soldier terminal and so on.It can realize multipoint video conference,remote command,recording and video recording.It is also an important supplement to the main program of the system.The main communication network of the system is e-government,extranet,Unicom,agriculture and animal husbandry department,city and county,agriculture and Animal Husbandry Bureau and its subordinate stations and stations.The video conference module uses the mobile 4G network as a supplement to the backbone network,and connects the disaster site with each venue.After the system has been put into use,the professional maintenance team will be set up by the construction team,responsible for the routine operation and maintenance of the system and subsequent updates.The need to use units to further improve the agricultural disaster information submitted to the system,and clear job responsibilities,the establishment of incentive mechanism,do not cheat,do not delay,do not report false data.In this way,it can guarantee the vitality of the system and serve the agricultural disaster relief work.This study focuses on the actual situation of agricultural emergency management in Ningxia,completes the construction of agricultural disaster emergency command and dispatch system in Ningxia,and gives suggestions for the application of the system.In order to ensure the system is closely attached to the emergency management work of agricultural practice,the author studied the relevant laws and regulations,and the relevant units in the region to in-depth understanding of the entire process of emergency disposal of agricultural disasters,combined with information related knowledge,to participate in the completion of the installation and deployment of the system requirements analysis,functional design,program implementation,work.The system is divided into 5 modules according to its functions,including animal epidemic,planting disaster,grassland fire,agricultural machinery accident,disaster Kanban,system setting and video conference.Animal epidemic module suspected outbreak epidemic epidemic disposal project,and submit daily report,epidemic inspection,basic data entry function;planting pest disaster module report,meteorological disaster reporting,progress reporting,data entry function;grassland fire module fire reporting,progress report,report of the disaster report,basic data input function;agricultural accident accident registration module,progress reporting,archive material,accident closing function;system settings module organization,role setting,user setting function;surveillance video conferencing module to achieve rapid deployment and relief of disaster relief work.
