The frequent occurrence of increasingly strong soil and water loss events in China has been threatening the lives and properties of human beings. which seriously destroy the ecological environmen. Practices show that the loss caused by sudden disasters has inversely proportional to the timeliness and validity of post-disaster emergency management. As a complicated system engineering, emergency management after disasters has became one of hot spots both at home and abroad. The randomness of the event, the uncerainy in the developing process and the complexity during event processing have brought great difculties to the theoretical research of post-disaster managemen, and its model research of emergency imanagent is still in the experimenal sage.Based on the National Science and Technology Support Plan and the National Natural Science Foundation Project, this work systmaically analyzed the basic theory of pos-disaser emergency management and emergency decision, and respone mode for the emergency.Regarding problems existing in the emergency management aftr suden soil and water los incidents and the application of digitalization of response plan, the paper carried out researches on the mode of emergency management and the application of digitized emergency plan based on the ntegrated platform, and explored a quick, flexible and manageable mode of emergency managemen. The main research contents of tis dissertation ar as followings:(1) A dynamic response model of soil and water loss incidents particularly caused by sudden rainstorm based con integrated platform was established. In analysis of the emergency managemen system.mechanism, decision system as well as decision-making knowledge based on emergency plan. Through the analysis of problems existing in traditional emergency managemen mode, we established the Emergency management framework based on the ntegrated platorm, and proposed the dynamic response mode of sudden soil and water loss events on the basis of the integrated platform(2) A platform of emergency management, commanding and dispatching for sudden soil water loss incidents based on integrated platform. Taken into consideration of problems stin in emergency managemen system the paper constructed a platform-based,component-based, knowledge-based graph and visualization tool contingency management platform guided by the integration methodology, which could ease the low flexibility and operability in adapting to the d,ynamic de,velopment of events in emergency management.(3) Researches on digital management and programming application of emergency management plan. According to the thought of emergency plan to emergency implementation plan, the paper established a technical framework of digitization and schematization of emergency plan,put forward a technical method of digitization and schematization of emergency plan aiming to realize the digital management and program application of emergency plan.(4) The application example of our proposed emergency management responding to soil and water loss incidents. Based on the application model of the emergency disposal process, the flood disaster emergency commanding and dispatching platform was constructed, and take an example application of emergency management of sudden torrent disasters was carried out according to the example of the flood disaster Incident of 13 division of Xinjiang XPCC.
