Theory And Practice Of Emergency Management Of Forest Bio-disaster

This dissertation uses for reference the theory of natural disaster in general to study the emergency management of forest biological disaster (bio-disaster) especially taking Beijing as an example.Natural disasters in general usually comprise earthquake, fire, flood, typhoon, tsunami, mud-rick flow and meteorological catastrophy. Forest bio-disaster (forest pest and disease) is also regarded as natural disaster, by empoying the theory of emergency management of natural disaster in general to forest bio-disaster, on one hand, a new interpretative and analytical framework can be made for the emergency management of forest bio-disaster traditionally confined within the subject of forest conservation, on the other hand, academic attributes based upon the distinctive perspective of forester can be achieved to enrich and promote the theoretical system of natural disaster in general.Forests are the main body of terrestrial ecosystems, and forestry is one of key secotors in economic and social development. Recent years, however, besides fires, wind damage and ice and snow disaster in forest, sudden forest bio-disasters casued by native or foreign insect, pathogen, rodent and weeds constitute a huge threat to forest and forestry. To deeply study the emergency management of forest bio-disaster is practically important for the conservation of valuable forest resources, quickening the development of forestry, promoting the ecological construction and safeguarding the ecological safety.By empoying natural and social scientific methods such as literature review, empirical study, case analysis and theoretical deduction, this dissertation constructs the theoretical framework for the emergency management of forest bio-disaster, and main points are as follows:1. On the basis of literature review of the concept and basic contents of the emergency management of natural disaster in general, this dissertation introduces the concept of emergency management of forest bio-disaster and discuss its features and main train of thought. Since foreign forest pests are main attention paid by emergency management of forest bio-disaster, the dissertation analyzes the total process of forein biological invasion. Especially, the concept of emergency degree in emergency management of forest bio-disaster has been put forward and corresponding models based on qualitative, qualitative-quantitive and quantitive analysis have been constructed, meantime by using the data from Beijing the dissertation demonstrates the inferring process.2. Based upon the emergency management of other disasters and practice in other countries, this dissertation constructs a framework emergency management system for forest bio-disaster for the first time, and for the special circumstances in Beijing this dissertation discus the status quo, troubles and ways of improvement of emergency management system of forest bio-disaster in Beijing.3. A theoretical framework has been put forward of emergency plan management of forest bio-disaster and of the weaving process of emergency plan. Hence this dissertation employs the above theoretical framework to analyze the current plans in Beijing and point out their shortcomings and improving schemes.4. The issue of material reserve and funding for emergency management of forest bio-disaster has also been concerned in terms of supply of public goods and public managing. Hence the dissertation analyses the same issues concerning Beijingon and comes up with the ways of improvement.5. From a broad perspective the dissertation has made a summary of the concere practice for emergency management of bio-disaster in Beijing recent years, and especially, based upon the personal experience of the author the dissertation has expounded the specific practice in Miyun County in Beijing.6. The dissertation has discussed the legislation of emergency management of forest bio-disaster in Beijing, analysed the current statitutes and their defects, and raised the methods of improvement.The innovative or characteristic points of this dissertation are as follows:1. For the first time the theory of emergency management of natural disaster in general is employed to emergency management of forest biological disaster.2. It puts forward the concept of emergency degree in emergency management of forest bio-disaster and constructs the mathematic model based upon qualitative, qualitative-quantitivc and quantitive analysis. 3. It categorizes the pests of plant quarantine from foreign countries based upon the possibility of causing forest bio-disaster in Beijing.
