Geospatial information is an important support for marine fisheries information,fishery comprehensive information carrier chart is marine geographic space and fisheries resources,to improve the fishing efficiency,it has important significance to protect the safety of navigation.In this paper,the ECIVMS component is used as the basis for the two development,the design and implementation of the fisheries electronic chart system,and promote the development of marine fisheries information technology,fisheries safety production,management and researchThe development of domestic and international fisheries electronic chart system based on the demand and trend,this paper proposes a data organization and function structure design,development of new fisheries electronic chart,including information input and management module,display module,and layer management information plotting module,information query module and other auxiliary modules.The application of IHO S-57(Transfer Standard for Digital international standard Hydrographic Data,hydrographic data transmission standards)of the electronic chart,key technology and system design method and Visual C++ 2010 development environment and ECIVMS development module,and introduces the design and the main class of the system.Finally,through the Zhoushan fishery application example,it demonstrates the area chart display,information management,set up safety isobaths fishing and other basic functions.The design and Realization of the system:(1)the results show that the system has achieved a rapid and efficient query information display function,including chart object main function layer and fishery information query,database management and fishing and fishing operations safety contour plotting;(2)to create a fishery thematic layer,plotting and according to fishery special elements;(3)to support the wind,air temperature,air pressure and other meteorological elements of the display and is compatible with the information of the remote sensing image;(4)provide query and forecast global tidal ports.The innovations of this paper are:(1)the system for storage,management and application of multivariate data,put forward and adopted the working space of the concept of fisheries;(2)to IHO S-57 chart based on data fusion of fishery data,image data,tidal data and meteorological data such as multi source data;(3)by loading symbol library data,realize the object layer fishery thematic display and plotting(custom and manual).This system will provide the basic support for the fishery information network services and the construction of integrated information acquisition,storage,processing,expression,transmission and distribution platform.
