The new theory of Eco-clean small-watershed is proposed based on thedemand of soil and water conservationin new period of time, it is a newidea of small watershedmanagement. Construction of Eco-clean small-watershed is the main content of water and soil conservation program for county area. However, , it does not have a set of scientific methods, standards, to guide the construction of Eco-clean small-watershed in this background,the construction of Eco-clean small-watershed exists the possibility of subjectivity, blindness and randomness.This paper puts forward the evaluation index system for the construction of Eco-clean small-watershed in Karst mountainous area by means of theoretical analysis, analytic hierarchy process (AHP) and entropy weight method based on the background of soil and water conservation planning at County level,and combine theory with practice,taking Panxian asobjects for research, basic data of Panxian obtained by using GIS technology,using the evaluation index system to evaluate the Eco-clean small-watershed construction in Panxian.The main conclusions are as follows:(1) This paper uses the analytic hierarchy process (AHP) to establish the evaluation index system. Theevaluation index system includes 5 indexesof criteria layer: demand for water protection, demand for human settlements construction,demand for soil and water loss control,demand forpollution treatment,demand for protection of ecological environment,12 indexesof criterion layer: Water function,water quality objectives, settlement?population density?per capita income,soil erosion rate?the loping farmland with thegradientangle more than 5°?rocky desertification proportions?agricultural land proportions?construction landproportions?grass and forest coverage? protected area proportions.(2) To confirm the weight of evaluating index by means ofStructureentropyweightmethod.The relationship between the criterion layer factor weight is determined as: demand for water protection (0.2798) > demand for soil and water loss control (0.2412) >demand forpollution treatment(0.1852) >demand for human settlements construction (0.157) >demand for protection of ecological environment (0.1368).(3)To standardize the indicators databy means of 10 points system, ablished a grading score model to evaluate these indexesof criterion layer.(4) Using the evaluation index system to evaluate the demand for the construction of Eco-clean small-watershed in Panxian,the demand for the construction of Eco-clean small-watersheds of 142 Small Watersheds in Panxian was analyzed quantitatively,demand evaluation score from low to high between 2.88 ?7.43.(5)Based on the field survey of 5 small watersheds, the rationality of the evaluation results of the demand for the construction of Eco-clean small-watersheds in Panxian was verified.(6) Using the evaluation index system to evaluate the demand for the construction of Eco-clean small-watershed in Panxian and gained some achievements,it is proved that the evaluation index system in the constructionofthe demand for the construction of Eco-clean small-watershedinKarstMountainousareas has practicability and practical significance,this study lays a foundation for the further study of the demand for the construction of Eco-clean small-watershed and has a certain reference value for the study of Eco-clean small-watershed.
