Research On The Emergency Plan For Agricultural Disasters In Hebei Province

Hebei Province is located in the northeastern part of North China Plain,with complex topography,landform and climate types.Under the background of global warming,disastrous weather occurs frequently and destroys more and more seriously,which results in poor harvest and threatens the food security seriously.In 2022,the No.1 Document of the Central Committee of the Communist Party of China proposed to effectively prevent and respond to agricultural disasters,and increase the construction and investment of agricultural disaster prevention,mitigation and relief capacity.As the core of "one case,three systems" emergency management system,emergency plan plays an important role in China’s emergency management.As a guiding document to prevent and deal with emergencies,agricultural disaster emergency plan plays a more and more important role in agricultural emergency management,and has become an important basis for governments at all levels.In the introduction part of this paper,the background and significance of topics are explained,the research status at home and abroad is sorted out,the research methods and ideas are introduced.Secondly,the PDCA cycle management method is used as the theoretical basis of this study,and Hebei Province and the Pear Garden of Wei County are interviewed as the interviewees.The results show that the agricultural and meteorological disaster emergency plan of Hebei Province has made some achievements,but there are still some imperfections.In the planning stage,the construction of agricultural emergency plans is imperfect and the plans are homogeneous;in the implementation stage,the responsibilities of departments are unclear and the emergency linkage capacity is deficient;in the inspection stage,the problems are that the evaluation of the plans is inadequate and the drills of the plans tend to be formalized;in the continuous improvement stage,the updates and revisions of the plans are not timely and the publicity work is not adequate.Based on the above problems,it is found that the four key reasons that hinder the role of the emergency plan for agricultural disasters in Hebei Province are the single subject of the plan preparation,the weak awareness of emergency management,the lack of institutional construction of the emergency plan and the lack of awareness of the follow-up management of the plan.Finally,in order to solve these problems,we should perfect the preparation of agricultural disaster emergency plan,improve the innovation ability of the preparation of agricultural disaster emergency plan,establish the responsible person system of agricultural emergency plan,establish the intelligent implementation system of agricultural disaster emergency plan,strengthen the evaluation and drilling of agricultural disaster emergency plan,establish the mechanism of continuous improvement of agricultural disaster emergency plan,and strengthen the publicity of agricultural emergency plan.
