| Variety Approval system of the main crops can protect the country’s food security,speed up the transformation of China’s agricultural science and technology,enhance the comprehensive production capacity of agriculture.Currently,corn varieties is numerous,chaos and miscellaneous.The problem,hybrid varieties and various approval standards,is due to the imperfection of variety approval system.In addition,under the new situation the problem of food security is growing,the security of GM crops is still controversial,especially the issue of food security is still grim.Consequently,new demands of variety approval system should be put forward to control the source of food production.Corn Variety Approval is an important part of the main crops seeds work,is also the key to obtain qualifications to enter the market and to promote corn varieties.This research is based on "People’s Republic of China Seed Law" and "the main crops validation approach" for the system based on,an overview of the status of the validation corn varieties in Hebei province,analyzed the Variety Approval Audited institutional settings,focusing on the management mechanism Interpretive variety Audited,including corn varieties acceptance test and implement mechanisms and corn varieties validation mechanism.And thus,to discuss important issues which exist,namely corn varieties in Hebei validation mechanism is still not perfect,mainly audited channel is single,relatively weakened corn varieties exit mechanism;corn varieties in Hebei certification standards set enough local conditions,corn varieties diversity is not enough;corn varieties in Hebei validation test is not scientific,long corn variety examination period,less the validation test points corn varieties;lower validation staff corn varieties in Hebei validation work qualifications,lack of supervision and other tests.Thus put forward the corresponding countermeasures,which increases the validation channel,can be implemented corn variety registration system,establish who is responsible for the promotion of corn varieties whose system,strengthen the exit mechanism,timely eliminate some unfavorable old varieties,improve good corn varieties on the market rate;regulate certification standards,increasing variety and to protect the Hebei market demand for different varieties of maize,one farmer planted in special ecological zones needs,and second,people of different demand for corn processing and consumption;shortening test cycle,such corn varieties can be conducted in the best promotion of promotion,increase test points,can make data due shorten the test cycle caused by low credibility problem,and can be effective for the validation of professional members of corn varieties Hebei Science provide the basis for decision-making;incentives bearing test personnel to improve test control,and establish accountability system,improve the relevant regulations and standards,to be fair variety examination test.By rational analysis of audited management mechanism corn varieties in Hebei Province,summarize its experience and lessons,hoping to provide a reference for further reform of breed validation mechanism,hoping that it can contribute to promote the use of new varieties of major crops. |
