Studies On Problem And Countermeasure Of The Grassland Ecosystem Protection In Hebei Province

This article is written closely around how to realize sustainable protection for the grassland ecosystem in Hebei province, to achieve the purpose of protecting the capital and Tianjin ecosystem safety. Through an interview and investigation to the grassland ecosystem protection consciousness, desire, behaviors, etc. from the governmental officials, managers, technicians, contractors, farmers of the grassland, and in addition, by a test on the relative technology and an analysis to the relative information, this paper firstly points out the five questions currently existed in the grassland ecosystem of Hebei, which include the severe " degradation—basification—sandiation " of the grassland, the influence upon ecological security of Peking and Tianjin, and so on. Moreover, the four causes of the said questions are also analyzed such as growing the grain, overly graziing on the grassland and otherwise, which are all mankind's actions of irrationally utilizing the grassland. Secondly sets forth the achievements in the six sides as increasing ideas, constituting laws and bylaws, and the like, which are obtained from the work for the grassland ecosystem protection in Hebei province in recent years. Furthermore, the ten large ideas misleading areas and problems are taken apart for instance " thinking much of the trees at the same time making light of the grass"," attaching importance to the grain while looking down on the grass " and" regarding the grass and belittleing grazing "...etc., which are existed in the current work for the ecosystem protection in Hebei. Thirdly discusses the four kinds of subarea protection modes for the grassland ecosystem, such as the plateau area, the mountain and hill area etc. Fourthly dissertates the countermeasures to strengthen the grassland management from the seven aspects as "the idea managing the person- person enacting the laws— the laws controlling the person—the person dominating the livestocks— the livestocks managing the grass— the grass taking care of the ecosystem— the ecosystem taking care of the person". Finally educes the conclusion of" the mankind's behaviors of irrationally making use of the grassland are adjusted via strengthening the publicity to the grassland, and by the means of the law and the management etc., and more this makes the grassland ecosystem to be protected radically ". According to the conclusion, puts forward the suggestions as "to strongly publicize the important function of the grassland in the ecosystem protection and construction","to establish the grass industry bureau and the ecosystem protection bureau of Hebei", "taking 61% the natural grassland and 100% the middle & low grain production farmland to set up the artificial superior quality & high yields grass & forage base, besides taking 30% the natural grassland to set up the function area of the grassland ecosystem protection ,to recover the ages of wolf living on the grassland and so on".
