Evaluation And Construction Of Index System For Sustainable Development Of National Forest Parks In Guizhou Province

As of now, there are 78 forest parks in Guizhou province, including 25 national forest parks and 31 provincial forest parks and one city-level forest park and 22 county-level forest parks.These forest parks had the planning area of more than 26 hectares. The number of visitors had more than 3066 passengers every year.The income of total tourism is over 4 billion by the end of2015. The rapid development of forest park construction has not only boosted the ecological tourism in Guizhou and met to the aspirations which people return to nature, but also realized the structural adjustment of forestry and holden the bottom line of ecology and development. The development of forest park has brought great economic benefits, while the forest parks' ecology has been more or less affected at the same time. Standardize the forest parks' construction,management, protection and rational use of forest resources to develop of forest tourism and construct ecological civilization. The Regulations on the Administration of Guizhou Forest Park had been promulgated by Guizhou Province in September, 2008. It is significant for the regulations, but unable to carry out quantitative research on sustainable development of forest parks. In view of the special status of forest parks and the fragility of the forest in karst landscape,it is a key to establish the sustainable development index system of forest parks. How to construct index system to evaluate the current state of the development of forest parks in Guizhou? In this paper, on the basis of the theory of sustainable development, the index system of the sustainable development of forest parks has been established. According as survey, it is measuring the sustainable development of forest parks condition to achieve the goal of warning and control. It is established a scientific and perfect index system of sustainable development not only to provide an important theory on the sustainable development of forest parks, but also to guide the sustainable development of forest parks with great practical significance.In this paper, the national forest parks of Guizhou province are taken as the research object.On the basis of analyzing the related research at home and abroad and through a lot of investigation, analyze operating status of national forest parks by using the theory of sustainable development to. On the basis of this, the AHP method is used to establish the index system of sustainable development of national forest parks in terms of objectives, principles, etc. The index system of sustainable development of national forest parks include a target layer, two layer system,six state level, and 30 specific indicators. Determine the index weight by the expert consultation and AHP, indicators of quantitative criteria is identified by the relevant laws and policies to measure. On empirical research, Yanziyan national forest park, Yushe national forest park,Leigongshan national forest park, Zilinshan national forest park and Changpoling national forest park are evaluated by the index system. Finally, Yanziyan national forest park is 69.38,Yushe national forest park is 69.97, Zilinshan national forest park is 59.94, Leigongshan national forest park is 69.88, Changpoling national forest park is 62.81. According to the evaluation criteria shows that Yanziyan, Yushe, Changpoling and Leigongshan at a sustainable development, whilethe sustainable development of Zilinshan was in the late of stage. Through empirical research to verify the index system, the results confirm that the indicator system to measure sustainable development in Guizhou province national forest parks is feasibility and pertinence.To do this, the forest park development in Guizhou Province of strengths and weaknesses are further analyzed,and some pertinent suggestions are put forward. Finally, the paper is summarized, pointed out the shortcomings and perspectives.The innovations of this paper include that the national forest park sustainable development index system in Guizhou is built for the first time and filled the vacancy in the research. Yanziyan,Yushe, Leigongshan, Zilinshan and Changpoling are examined by this index system.
