| According to the requirements of Annex 19 of the International Civil Aviation Organization Standards and Recommended measures,the response time of the fire and rescue department to airport anywhere or its nearby area is only 3 minutes.In the event of an aircraft accident at a civil airport,especially an air crash,the civil airport fire commander as the organizer and decision-maker is the key of the whole firefighting and rescue activities,and their decision-making ability directly affects the rescue effect.Therefore,it is of great practical signification to deeply analyze their decision-making ability level and make a right judgment on their decision-making ability.Based on the civil airport fire commander job characteristics,17 factors that affect their decision-making ability were determined by using the method of literature and expert opinion,and based on these 17 factors,a survey questionnaire was compiled.According to the questionnaire feedback,the study used the exploratory factor analysis method to determine the civil airport fire commander decision-making ability index system including four first level indicators,and used the structural equation model to get the weights of each index.Then,through comparing the existing talent evaluation methods,a evaluation system was constructed.Finally,using the index system and evaluation method system,taking a civil airport fire commander in North China as an example,an example evaluation was conducted.The evaluation results show that the index system and evaluation method system could effectively evaluate the civil airport fire commander decision-making ability,and the research content is reasonable and feasible.Using the assessment results,the measured object could be aware of the insufficiency of its own capabilities,the airport could develop a corresponding ability improvement training plan for the measured object.From these two aspects,the tested people's decision-making ability level is to be increased. |
