In recent years,environmental pollution is more and more serious,and have serious impact on people's life and health,governments at all levels have introduced various policy and implement measures to manage the environment.Liquefied Natural Gas(LNG: Liquefied Natural Gas)as a highly efficient clean energy,has been concerned by many industries for many years.At present,due to its application technology is more and more mature,the LNG has become the most effective and feasible kind of fuel that alternatives to traditional Marine fuel.Y company respond to the ministry of transport actively promote LNG technology application on ships and other related supporting facilities,form a professional team to research and development inland river LNG fuel ship power systems,and planning to build inland river LNG fuel power ships in bulk.In 2014,in order to create a "not a drop of oil burning" green ship,Y company invested in design and building an inland river LNG fuel power ship inspected by CCS(China Classification Society),and the propulsion engine uses LNG as its fuel.This ship adopts advanced technology of LNG fuel engine and the domestic survey of the highest rank.Because of lacking such related experience in design and building this kind of ships,various kind of problems came up in the process of ship construction,especially in the project schedule delay problem is most serious.This article adopts the method of case study to describe in detail of Y company's ship building project progress actual situation firstly.Then in view of the actual problem cases displayed,from the project technology assessment theory,the theory of organization structure and schedule,and control theory of three perspectives,carry on the detailed analysis and summary to the project schedule delay issues encountered by Y company.On this basis of theoretical analysis,this paper,according to the actual situation of Y company and industry practices,suggests the enterprise though ensuring the project design drawings quality,establishing an organization structure matched the scale of project,and improving the personnel,establishing scientific progress plan and formulating a reasonable schedule control scheme to solve the problem of schedule delay in the project.The end of this article reviews and summarizes the full text,and points out the deficiency existing in the article.The meaning of this article is that according to analyze the process delay problems in the project of building LNG fuel power ship,finds the causes of problems from the point of view of ship owner company management,and combines with project management science theories,proposes a set of solutions to avoid the same problems appear again.The researchresults of this paper could also give some enlightenment and reference,not only to the Y Company,as well as other enterprises plan to build LNG fuel power ships in industry.
