Recent years,with the accelerated development of the urban integration and with the expanding and extending of the physical space and cultural space in city,the urban appearance and environment,as the physical space to survive on,the carrier space of economic and social development and one of the most important indicators of city comprehensive competitiveness,has become the top priority of public administration.At the same time,with the development of economy,people become aware of environmental protection and are eager to improve their living conditions.Thus the comprehensive governance of environment has become a very important issue concerning the people's livelihood.So,how to establish a comprehensive governance system conforming to environment renovation of modern city is an important subject in public administration.Above all,the urban appearance and environment of city involves many aspects.It requires accuracy of the governance process of managing urban appearance and environment,that the government is required to devolve mission to grassroots and achieve to convert line management to district management.Secondly,with numerous elements affecting the formation of urban appearance and environment and the relationship between each element being complex,it requires the overall monitoring of process of governance,objective and fair evaluation of results and effective incentive mechanism to achieve great governance effect.On the other hand,the governance of urban appearance and environment,as the closest space for citizens to survive,requires the strength of overall social organization and motivation through publicity and education.The individual and social force are expected to be brought together and integrated to constantly optimize the patterns of the governance of urban appearance and environment.Based on the background above,this paper researches a case about the governance of urban appearance and environment in Cuiping District,Yibin.Staring from the present research situation,this paper deeply analyzes the establishment of complete governance system,the standard scientific evaluation system and the multi-party monitoring platform through the theory of public goods,governance,and multi cooperation,and comes to inspirations on how to push the governance of urban appearance and environment effectively.This paper provides the theoretical foundation and practical support for the governance of urban appearance and environment for small cities of Sichuan and the whole country.
