| The comprehensive development of the Huangpu River banks was a strategic decision made by Shanghai Party Committee and Municipal Government in Jan.2002, and has become another grand development project of Shanghai in the new century following Pudong’s development. It aimed to optimize the allocation of space resources, environmental resources and historical and cultural resources along the river, to convert production function into service feature, through environmental improvement and functional reconstruction of the banks of Huangpu River. The comprehensive development of the Huangpu River banks had great significance and far-reaching impact for the extension of the Pudong’s development project, and further enhance the city’s comprehensive competitiveness.With the advent of the21st century, in respect with the Shanghai’s development, the central government put forward further demands to realize the "Four Firsts", thoroughly implement the scientific concept of development, and strive to build a harmonious society. Along with the major events in the city, such as the development and opening the Pudong New Area, transformation of urban economic structure, shifting of inland ports outwards, and the holding of World EXPO Shanghai2010, the Huangpu riverside area of has ushered a rare historical opportunity for its comprehensive reconstruction and development. The development of Huangpu riverside area is a significant measure to achieve the strategic objectives of development in Shanghai, change the economic development pattern, and boost the city’s core competitiveness; a concentrated expression of safeguarding of the public welfare and concerning about the people’s livelihood; and a significant project for the "Four Centers" building. It is a trans-regional and cross-century system engineering, requiring perseverance and integrated approach.To strengthen the leadership and promote the comprehensive development of the Huangpu River banks, the government set up Shanghai Municipal Leading Group for Development of Huangpu River Banks and its general office. The office is in charge of the implementation of the decisions of the leading group, and on behalf of the municipal government on river banks development of the management, control, coordination and supervision. Synchronization, a development company was set up, to implement development tasks on behalf of the municipal government.It is found that the concept of the Huangpu River banks’ comprehensive development is consistent with the theory of holistic governance through the deep study. In the organizational structure, planning control, land operation and municipal building, it reflects scientific applications of the holistic governance theory with its coordination mechanism, integration mechanism and trust mechanism. They are similarly on the concept,the principles and the tools of governance. The management model applied by the comprehensive development of Huangpu River banks is an major practice of holistic governance for the municipal government.In the past decade, the comprehensive development of the Huangpu River banks has achieved initial results under the leadership of Shanghai Party Committee and Municipal Government, and the close cooperation of districts along the river. As a totally new work, a lot of valuable experience is accumulated by exploring and trying in advancing the process. As a new project, it has accumulated a lot of valuable experience of holistic governance through continuous exploration in advancing the process.This study starts from the background of the comprehensive development of the Huangpu River banks, conducts in-depth analysis around the theory of holistic governance. And finally brings out the recommendation of the future direction of the management model from organizational structure, responsibilities, operating mechanism and the rules and regulations combined with holistic governance in conclusion. |
