Research On Buffer Zones' Delineation And Evaluation Of Historic Conservation Area

In recent years,both the international community and the Chinese academic community have realized the importance of historical heritage protection.With the continuous deepening of the study,the environmental background of the heritage has begun to attract attention.According to the report of the World Heritage Committee on the State of World Heritage Protection,a large part of the major threats to World Heritage today is related to the problems surrounding the heritage.Therefore,this paper researches on the buffer zone of the historical and cultural blocks,which is located between heritage and modern urban areas,adjacent to the heritage with clear boundaries,contribute to protect and manage the integrity,authenticity and sustainability of the outstanding universal values of the historical and cultural blocks.Based on the review of related research of buffer zone,this paper summarizes the change in the conservation concept of buffer zone as well as the existing problems in the current researches.It puts forward the understanding of buffer zone from the broad and narrow sense,and analyzes buffer zone's position and size,functions and features.According to the relationship between the buffer zone,the historical and cultural blocks and the modern urban area,this paper puts forward two major functions of the buffer zone,one is heritage resource protection and another is community interest harmonize.Based on the two major functions,according to the relevant researches at home and abroad,proposed the system of value assessment of the buffer zone,which includes the cultural and derived values of the buffer zone.In order to provide a buffer zone which can be operated and management,a clear scope of the buffer zone needs to be delineated.Buffer zone is the result of overlapping of multilayer and multi-type of borders,and the Impact Point of Inflection Method provides a method for the delineation of buffer zone.Through this method,you can get the scope of the buffer zone through covering each value element.The core of the buffer zone evaluation lies in the fact that its two major functions have been brought into full play while maintaining its internal functiong.Therefore,this paper believes that the buffer zone evaluation is to determine the amount of human activity that the environment can accommodate,that is,the buffer zone's environment capacity.The environment capacity method provides the possibility of buffer zone's evaluation with its universality,ductility,flexibility,and comprehensibility.Analyze the pressure of each value element of buffer zone,determine the pressure points that need to be set,list the measurement indexes and data sources of pressure points,design appropriate environmental limits,and build an evaluation system of environmental capacity.This paper makes an empirical study on China Lane in Chengdu,delineates the buffer zone of the historical and cultural blocks,evaluates the present environment of the buffer zone,and puts forward the plan and implementation mechanism of buffer zone planning.
