Resources and environmental issues are common problems faced by countries around the world.Building energy consumption makes up of 30%-45% of the total energy consumption,which cannot be ignored in reducing carbon dioxide emissions and saving energy.For civil buildings,the main energy consumption during operation is power consumption,which mainly consists of HVAC electricity and lighting electricity.This article is the study of building energy efficiency,especially focused on electricity-saving.What needs to be pointed out is,in order to be concise and avoid confusion on minor details,the "building electricity-saving" described in this article can be regarded as "building energy saving",but it does not mean that the two are the same.Based on a large number of published paper and standards,this artical briefly described the major policies and measuresd in terms of electricity-saving in major developed countries and also in China,and analysed the general idea and technical characteristics of electricity-saving in different countries.Office buildings were chosen as an example and analysis of which showed that the potential of electricity-saving depends mainly on electrical equipment and power distribution equipment.Then,an office building in the author's campus was selected as a typical project,and the second floor of it was renovated as a implementation and demonstration sites.The author pointed out that it has great electricity-saving potential in the control mode,management mode of power distribution system and electrical equipment.Construction schematics for the electricity-saving program were designed and implemented.Through the analysis of the collected data of the project,the conclusions of this study are drawn: active electricity-saving technology can achieve more than 10% of electricity saving.In short,based on technical measures and management tools and combined with relevant laws and regulations at home and abroad,the author came up with an approach for civil building depending on active electricity-saving technology.This research shows that,with taking the economic efficiency and environmental benefits into account,active electricity-saving technology is fully applicable to civil buildings,and it can achieve a perfect electricity-saving effect.
