With the development of social economy,Beijing civil building energy consumption has accounted for 30% of the total social energy consumption in Beijing,and the proportion of building energy is still on the rise.Civil energy conservation and carbon reduction work has become an important work of Beijing to achieve sustainable development goals.This paper analyzed the civil building of Beijing from the aspects of energy saving and carbon reduction potential and energy saving cost,and establishes the baseline scenario and policy scenario by scenario analysis.The LEAP model(Long range Energy Alternatives Planning)was used to design the terminal frame of residential building energy,The population and other scene parameters were set to calculate the two scenarios of residential building energy consumption.Using the "top-down" approach,through the various types of energy consumption under different policies,we calculated the public building energy consumption.Combining two parts of the calculation results,we found that the total demand for civil building energy in Beijing showed an upward trend,by 2030 civil building energy-saving potential of 570.52 million tons of standard coal,emission reduction potential of 14.0438 million tons of carbon dioxide equivalent,accounting for 2030 11.6% of the total energy demand.Then,based on the study of the energy-saving and emission reduction,we used the cost of energy-saving technology to analyze the cost of urban residential building emission reduction,and draw the urban residential building emission reduction cost curve.According to carbon emissions trading costs,we calculated public buildings and rural residential building energy saving and emission reduction costs.The results are as follows: By 2030,the cost of urban residential building emission reduction in Beijing is 8.95 billion yuan,the cost of residential building emission reduction in rural areas is 1.99 billion yuan,and the cost of public building emission reduction is 9.78 billion yuan.Finally,according to the research results of this paper,the relevant policy suggestions are put forward to provide the theoretical basis for the energy saving policy of civil buildings in Beijing.
