Study On The Model Of Water Ecological Civilization Construction In Chenzhou,Hunan

Water ecological civilization is a most important part and basal guarantee of ecological civilization.Accelerating the construction of water ecological civilization is the resource and environmental foundation of building beautiful China,is the water conservancy carrier of ecological civilization.So far,our country has launched 105 water ecological civilization construction pilot cities,however,there are differences in environmental and resources conditions between water resources,water environment and water ecology among cities,as well as the social and economic situation,historical and cultural level is also in a different stage of development.Summary the water ecological civilization construction experience of pilot cities timely,to explore the different regions of the water ecological civilization construction model,Which can provide reference for other urban have similar conditions of construction practice,it has important practical significance.This study takes Chenzhou city water ecological civilization construction practice as the research object,Applied water ecological civilization construction mode theories and construction methods,explored the way of water ecological civilization town construction in southern hilly area,constructed the construction model of Chenzhou water ecological civilization.The main contents and conclusions of this paper are as follows:(1)Fully understand the domestic and foreign research progress of ecological civilization,,elaborated the basic concept of water ecological civilization,the concept and connotation of Water Ecological Civilization Construction,and discussed the sustainable theory,"Natural-artificial" dual water cycle theory,Two-way coordination regulation theory,theory of efficient utilization of water and soil resources,ecological economics theory,and ecological protection compensation theory of water ecological civilization comprehensively.(2)On the basis of Chenzhou water ecological civilization construction,using the trend analysis method to analyze its advantages,disadvantages,opportunities and crisis,summed up the practice of Chenzhou water ecological civilization construction from nine aspects,including water management,soil and water conservation and greening,wetland lake protection and management,flood control and drainage system construction,urban and rural water supply security,heavy metal pollution control and mine repair,rural environmental remediation,water conservancy scenic spot construction and protection,water culture and water consciousness.(3)The theory and construction Principle based on the construction mode of aquatic civilization,extracted by the common model and characteristics of the model Chenzhou model.To build a common mode of l "one center,full participation,full control,all-round,comprehensive construction",it has important generalization significance.Based on Chenzhou specific construction practice,constructed seven characteristic models,including the Dongjianghu protection and management model,"urban and rural water supply integration" model in Jiahe,construction model of Water Conservancy Scenic Spot,construction model of hot spring town,model of heavy metal pollution control,comprehensive management model of the West River,Financing model of Mangshan Reservoir,they provide systematic examples for the concrete practice(4)Through the comprehensive evaluation of Chenzhou water ecological civilization construction model implementation effect,the results show that there are significant benefits in terms of ecology,society and economy,analyzed the adaptability of Chenzhou model from the aspects of nature,economy and society,in accordance with the "decisive-affordable-recommended-alternative",four levels of judgment,indicating that "Chenzhou model" need to combine geographical features in the application and promotion process,making the appropriate adjustments according to the natural,economic and social conditions,exploring the regional path of water ecological civilization for the region according to local conditions.
