Research On Urban Water Ecosystem Health Evaluation And Its Application To Water Ecological Civilization Construction

Water ecological civilization construction is a new concept in the field of water resources management, is also an important response of water conservancy industry facing the great situation of national ecological civilization construction. It is one of the most profound institutional changes in the history of water management in our country, and it received serious attention by the government. There are no clear research results facing the specific content and construction mode of water ecological civilization. At this stage, the country take cities as the research objects, to study how to construct urban water ecological civilization. Considering the urban water eco-system situation as a basic condition of water ecological civilization, it started by researching the health of urban water ecosystem, and it needs to be the case for further study.This paper summarized present situation and existing problems of the health of water ecological civilization and construction of water ecosystem civilization at home and abroad. On the basis of comprehensive analysis of water ecological civilization theory system, it used the urban water ecosystem health evaluation results to guide the urban water ecological civilization construction taking city water ecosystem health as the breakthrough point. Then it put forward frameworks of urban water ecological civilization construction, and studied on instances at last. This paper mainly included the following aspects of research works.(1) Studied the relationship between construction of ecological civilization and health of urban water ecosystem. The study started from the connotation of concept, the foundations of policy, the guiding ideology, the main point, the critical theory and the key technology of water ecological civilization construction, to build the theoretical system of water ecological civilization construction. Based on binary water cycle of nature and society, and started from the concept, connotation, and characteristic of the urban water ecological system health, it analyzed the operating mechanism of urban water ecosystem health. On this basis, it analyzed the cross parts and mutual relationship of the contents, and illustrated the interaction relationship between water ecological civilization construction and urban water ecosystem health, to provide the theoretical foundation for others.(2) Evaluated the urban water ecosystem health. It built the Water-Human-Health model, which can represent the connotation and the mechanism of urban water ecosystem health, to evaluate the health status of urban water ecosystem. It expounded the construction target, principles and train of thought to establish the urban water ecosystem health evaluation index system. Using fuzzy matter-element evaluation method, and taking "Hamming Approach Degree" as "urban water ecosystem health index", and combining with the actual demand of urban water ecosystem health evaluation problem, it detailed the specific steps of health evaluation to analyze the health and the transformation of urban water ecosystem.(3) Constructed the thought framework of urban water ecological civilization construction, based on urban water ecosystem health evaluation. Based on analysis of urban water ecosystem health evaluation results, it classified water ecological civilization cities. Using gray correlation analysis to identify the key influencing factors of different types of cities, it elaborated water ecological civilization construction content of the different types of cities to conclude the thought framework of urban water ecological civilization construction to level up the health of water ecosystem.(4) Took Guiyang City as research area to instance application research. It determined the urban water ecosystem health evaluation index system of Guiyang to evaluate water ecosystem health of six districts, three counties and one city in Guiyang, and analyzed the evaluation results. It used the evaluation results to classify the types of urban, and analyzed the overall thoughts of water ecological civilization construction in the whole city and different types of parts of Guiyang City.
