In recent years,intercity railway plays an increasingly important role in enhancing the organic connection between cities in the region,speeding up the urbanization process and promoting the realization of regional economic integration.However,the inter-city railway construction project has characteristics such as huge investment,long construction period,weak profitability,single financing subject,and the social capital involved in the railway sector.With the rapid development of China's high-speed railway,the government's financial pressure has increased dramatically,and gradually the leadership of inter-city railway construction has been devolved to local government and social capital is encouraged to actively participate in local railway construction.The large-scale railway construction in our country also brings about the change of enterprise form and transportation organization structure at the same time,and the inter-city railway crosses administrative region but belongs to the regional traffic.A good operation management mode is critical to its efficient operation.Therefore,it is very important that how to select the reasonable construction financing mode and operation management mode according to the actual situation of the inter-city railway in China,thereby increasing the attraction strength of social capital,developing the overall efficiency of railway network,and promoting the coordinated development of regional economy and local economy.Under this background,this paper adopts the method of combining theory with practice,starting from the characteristics and current situation of the construction and operation of intercity railway in China,analyzing the domestic and international inter-city railway construction financing mode and operation management mode application status,and on this basis,this paper analyzes and compares the characteristics and scope of application of five typical construction modes including PPP,BOT,BT,TOT,and ABS,and three operating modes including independent operation,entrusted operation.Then it analyzes the factors influencing the choice of inter-city railway construction mode and obtains the evaluation system composed of 18 indexes,and combining with relevant theories,the model of financing mode selection based on set-valued statistics – combination weighting – Topsis is designed.The subjective and deviation are reduced by the interval scoring method,the weights of indexes are optimized by using entropy weight theory and AHP.Then the optimal construction financing mode is determined by the relative distance between the optimal distance and the worst solution.In this paper,the feasibility of the model is verified by taking the inter-city railway of Jiangsu province as an example,and it is found that PPP is the optimal choice.In order to maintain the integrity of the research of the inter-city railway project,this paper also analyzes the influence factors of selecting inter-city railway operation management mode,and it is proposed that the optimal operation management mode matching the inter-city railway in Jiangsu Province is independent operation.This paper then analyzes the strengths,weaknesses,opportunities,and threats of this mode with SWOT method.
