| The important role of rural development has been repeatedly emphasized in the 18 th CPC National Congress and the Third,Fourth,Fifth,Sixth Plenary Sessions of the 18 th Central Committee and the Central Conference on Rural Work.Under the background of economic transformation in Heilongjiang Province,urban development is blocked and rural development is backward.As an important agricultural production base in China,its rural development has typical regional characteristics,but there are less basic research,especially in the assessment and regulation of rural development on macro-scale.In this paper,the western region of Heilongjiang Province is the research object,Qiqihar and Daqing 15 counties(cities)are research units to 2004,2009,2014 as the time node.Using the mean and standard deviation method,15 counties(cities)are divided into the county type of rural development according to the industrial structure,including agriculture-led,industrialoriented,business services,balanced development,and the paper analyzes the evolution of space-time;using difference coefficient method and linear weighting method,the paper establishes rural evaluation index system,and quantitatively evaluates counties(cities).Using ArcGIS software Jenks the best breakpoint classification method,the evaluation results will be divided into the strong rural areas,the less strong rural areas,the less weak rural areas,the weak rural areas four levels.Using ArcGIS spatial analysis technique,the paper analyzes the evolution of rural spatial patterns in three years,and uses exploratory spatial data analysis(ESDA)to analysis global and local autocorrelation and the evolution of the rural types and the rurality of the county,and reveals the distribution of rural grade in various types;the paper analyzes rural spatial evolution mechanism,and combined with the type of industry and rural areas of strength to establish the index system of county rural industrial cluster,constructs the global rural industrial clusters,and develops strategies of the rural counties in the whole world and different industrial types.The results show that:(1)From 2004 to 2014,the agriculture-dominated is located in the northern area,and the development is relatively backward;the industrial-oriented is located in the southern area,and is more developed;The business service in addition to Qiqihar City area,the other has been transformed;and the balanced development type is the main type of rural development,and its development is moderate.(2)The mean of county rurality fluctuates and decreases,and the grade distribution of rurality tends to be generalized,and shows "North strong south weak" distribution characteristics in the space,and the regional differences gradually decrease.(3)From the perspective of the overall spatial correlation,there is no obvious agglomeration and dispersion in the distribution of rural spatial pattern.From the perspective of local spatial association,the north-south differentiation of hot and cold areas is significant.The spatial distribution of rurality is gradually shifted from high value aggregation to low value agglomeration,and the trend of development is good.(4)The agricultural leading type all belongs to the rural strong level;and the industry-oriented belongs to the rural weak or weaker level;the business service type,weaker rurality units have always maintained the original type,and strong rurality units are gradually transformed into balanced development;and the balanced development of rurality grade tends to moderate.(5)Based on the leading and potential of industrial development,15 county rural clusters are divided into three types: agricultural cluster,industrial cluster and service cluster.According to the spatial relationship,the paper divides the agricultural rural industrial zone,the industrial rural industrial zone and the service oriented rural industrial zone,and makes Daqing City area as the industrial core and Qiqihar city area as the service core,and develops the main axis and sub-axis along the traffic trunk line;formulate joint strategies for the development of global rural related industries from the province,the western region and the various types of industrial clusters three perspectives;based on the results of rurality evaluation and the spatio-temporal evolution trend,and combined with local development and contemporary rural development of advanced theory,frontier thought,the paper makes guidelines on the classification of rural designation in the western region of Heilongjiang province. |
