Floods are an important and complex hydrological phenomenon in the natural world.They often occur in river courses and flooded areas.With the rapid development of the city's economy and population,the losses caused by floods are increasing and the existing flood control systems can no longer meet the needs.Therefore,in order to withstand flood disasters,less damage,and the safety of people's lives and property,it is necessary to speed up research on urban flood control planning.The flood control project of the Feng River in Xixian New Area is one of the flood control projects in the Weihe River.The original project has problems such as low standard of embankments,poor quality,multiple line segments,narrow distances between local breakwaters,and unreasonable layout of embankments.Therefore,we must re-planning and designing the new section of Xixian.This paper mainly deals with the following aspects:(1)Analyze and summarize the relevant theories and methods of flood control planning and the research status at home and abroad,and lay a theoretical foundation for planning.(2)Based on the physical geography,humanistic environment,hydro-meteorology,current status of rivers,etc.,in the management section of Xihe New District of the Weihe River,the current situation and existing problems are analyzed.The design flood was calculated by interpolation extension method,flood frequency calculation method,synthetic flow method and hydrological analogy method.At the same time,combining with the requirements of social and economic development of the governance segment,considering the basis of natural and social factors and the actual situation of the governance segment,the flood control standard was formulated in 100 years.(3)Flood control works by embankment and rubber dam are used to prevent the flood,of which the total length is 35.62 km.The design content is the design of embankment line,the determination of embankment distance and the calculation of embankment height.During the design of the embankment,the design of the river section is divided into three sections: 108 national road bridge to sunshine avenue section,sunshine daoqiao to century avenue,century daoqiao to Feng river.The embankment height is calculated by adding 2m to the designed flood level.(4)In order to improve the safety and reliability of the project,combined with the planning of flood control works,non-engineering measures are proposed as a supplement to the engineering measures.Among them,flood control non-engineering measures include:(1)Building flood control command system;(2)Plan for flood control;(3)Prepare flood risk map;(4)Establish flood protection funds and flood insurance;(5)Construction of automatic water quality inspection system.(5)Flood control works and non-engineering measures for flood control can significantly improve the flood control standards and flood resistance of the new area;To ensure the safety of life and property of the people in urban areas;Promote the coordinated and stable development of the urban economy;It has good effect on improving urban ecological environment and improving urban grade.
