With the rapid development of China’s economics and motorization,the road traffic safety problems have become increasingly prominent.Statistics showed that,nearly 1.3 million people died from road traffic accidents each year,and another 20 million to 50 million people were injured or disabled due to road traffic collision.Road traffic accidents not only threaten people’s lives and health but also bring great treasure losses.The global economic losses caused by traffic accidents were up to $18 billion each year accounting for 1% to 3% of the world’s GDP.Therefore,it is an urgent task to analyze the characteristics of road safety accidents and to make the study of the method of improving the road traffic safety management and the level of road traffic environment.The highway safety planning identified emphasis areas and developed effective strategies by reviewing the existing road traffic crash statistics.It can reduce the number and severity of road traffic accidents,and can protect people’s life and property safety.As a crucial part of the highway safety planning,emphasis area is the key to research content within the whole process of highway safety planning.The research on methodology of identifying emphasis area mainly included the following aspects.Firstly,acknowledgements of traffic safety planning including the framework and the detailed processing steps were introduced in the dissertation,which showed that the emphasis area play an important role in the whole programming.In order to explore research direction for identify major crash concerns in the state and local agencies,this dissertation analyzed the data of historical accidents happened on vehicles,people,and roadway infrastructures.In this dissertation,the present typical methods of identification were listed,and then the comprehensive evaluation system was selected to evaluate different causes of accidents including the comprehensive evaluation matrix construction,evaluation index standardization,the entropy weight method,grey correlation analysis method,variation coefficient method and the objective weight maximum entropy configuration model based on class sensitivity coefficient to determine the weight of the cause of accidents.Then the ranking of the comprehensive assessment value of the accident was calculated,which was an important basis for the selection of emphasis area.Finally,the national road accident data published by the Ministry of public security were used to make the goodness of fit test to the methodology.The dissertation affords major results as follows,The results will be different by using different evaluation indicators to analyze the accident affecting factors;Analysis results showed that the relationship between the weight of each evaluation index as the death toll < accident number < wounded toll < in-direct property losses.By comparing the consistency of different comprehensive evaluation methods,the comprehensive evaluation system has good applicability on the identification of strategic area;The results verified that the comprehensive evaluation method,as a kind of effective method of identifying emphasis area,can provide theoretical support for traffic safety planning.The comprehensive evaluation method based on Grey sensitivity coefficient maximum entropy model has the best stability.It is suggested that the method should be used in the selection of strategic priorities. |
