The use of ships to develop maritime transport is not only of low cost but also of high volume.Ships play an irreplaceable role as the only means of transport for maritime transport.With the continuous development of the global economy and the increasing demand for maritime transportation,large-scale trend of ships hastened and the number of ships continued to grow.Against this background,the contradiction between supply and demand emerged in China's coastal anchorages under adverse sea conditions.The growth of sheltered anchorage area is difficult to meet the requirements of the increase in the number of ships,which increased risk of ship anchorage security.This dissertation focuses on the safety evaluation of moored ships in coastal China under typhoon weather,analyzes the characteristics of typhoon along the coast of China,and analyzes in detail the causes of ship mooring accidents in typhoon weather.It is concluded that in anchored ships accidents,anchors is the most common reason.In order to make an in-depth analysis of the interrelationship between various factors and make a reasonable assessment of the safety of anchored ships in China's coastal areas,this paper applies the ideas and methods of the fuzzy inference system(FIS)to the safety evaluation of anchored ships under typhoon weather.In the course of the research,the main factors were selected to establish a multi-level evaluation system.The fuzzy distribution method was used to construct the membership function of each factor and the membership function of each factor was defined.A FIS evaluation model for moored vessels under typhoon weather was established,and FC was built using Fuzzy Logic toolbox in MATLAB.Taking into account factors such as anchorage density and other factors that led to increased losses,the FIS evaluation system for moored ships under typhoon weather was established.Using MATLAB to use the data of the Yulong wheel to verify the system,the results are consistent with the actual situation,which proves that the system has certain practical significance.Finally,the FIS system was used to evaluate the safety of five representative mooring ships in coastal China under typhoon weather.Based on the analysis results,this paper proposes the security and protection measures for anchored ships in coastal typhoon weather from three aspects:avoiding anchorage selection,crew protection training and ship overhaul..
