The multi-pavilions civic cultural center is a cultural complex consisting of a number of cultural venues with different functions, such as museums, libraries, and grand theaters. The fusion of multiple halls allows different cultural forms to learn from each other and stimulate each other to promote the prosperity of cultural undertakings. The public space of the multi-pavilions civic cultural center is an important part of the urban public space system. It plays an important role in the urban transportation system and public activity system. The openness of the public space is of great significance and should become a cultural center. The most dynamic part. This article attempts to study the multi-pavilions civic cultural center from the perspective of openness of public space in the context of the development of the times. The open public space has three aspects:enriching civic life, promoting complementary resources, and shaping urban hotspots; At the three levels of macro level, medium level, and micro level, the principle of open design principles of public space was proposed. At the macro level, research is conducted on the outdoor plaza of the Cultural Center and it is proposed that the plaza space needs safety, richness, and accessibility. At the meso level,we conducted research on the interior halls, atriums and side galleries of the buildings, and the roof gardens respectively, and proposed that hall spaces need to be accessible, identifiable, and versatile;the atrium space needs to be open to the inside, and the side gallery space needs to promote construction.Internal and external exchanges;rooftop garden space is divided into open,semi-open and open three ways,semi-open roof open platform easy to form both public and private roof garden space. At the micro level,small-scale space is studied, and a design strategy for small-scale rest spaces is proposed. The rest facilities in the small-scale space and the observers of the rest should maintain a certain distance so that the relative position of the rest space not only helps maintain the independence of the open space, but also satisfies people’s needs for observing others, viewing the landscape, and performing. Finally, through the practice of the Heze Civic Cultural Center project, this paper verifies the proposed theory,in order to provide reference for the same type of project design.
