Study On The Low Income Housing In Nanjing,1928-1937

Along with the Republic of China established a capital in Nanjing,the urban population rapidly expanded within short time,and the modernization restructuring began under the control of the government.There had arisen a series of housing shortages,bad living conditions,increasing rents and other housing difficulties in low-income class.Further more,these realities had a negative impact on the outlook,sanitation,public security,fire control of the city,as well as on the health and morality of the civilians.In order to change this situation,the government of the Republic of China and Nanjing decided to establish the Low Income Housing and the matching welfare facilities since 1928,and then had promulgated several planning rules,built more than ten residential areas until the plan was terminated by the war in 1937.This paper focuses on the Low Income Housing in Nanjing in 1928-1937 which includes all aspects of housing ontology,planning,design,construction process,use situation,management and so on.Through the interpretations of the relatedness or deviation of the policies of the government,the comparison between the plan and the results,the similar and different purposes or aspirations of the government and civilians,this paper analyzes the causes of the changes of the notion level,material level and the institutional level,and then explore their relationship between each other.Whether it was for the people’s livelihood or the appearance of the capital,the Nanjing government was trying to build a civilian training place through the Low Income Housing,in order to cultivate and shape the ideal of modern domesticity,public life,citizen and country,even the further to strengthen the government power and to remodel the urban spatial structure.The construction process of the Low Income Housing is not a linear or progressive development.But rather a complex and tortuous process,which is based on adjustment of the value and benefits of Nanjing government,because of the difference between imagination and social facts,civilian demands,between plan and result.
