Based on the theory of project management and formal research methord, a practical control model is set up for effective control of Integration Test and Commissioning (ITC)project for high-speed railway. Problems in team-work/process/quality/risk control in the relevant projects are analyzed in detail. Then solutions aimed to effectively control the ITC projects are raised. To verify the viewpoints raised in the thesis, it is taken the integration test and commissioning for Beijing-Shijiazhuang passenger dedicated line(Beijing-Shijiazhuang ITC) as an established case.At first, team-work control of ITC project is analyzed. Take the conclusion that it is fatal important to synthetically balance the various factors, such as task/member/teamwork/environment etc. Based on the project management theory and analysis of ITC project, Weak Matrix team-work structure is derived.On the basis of the above, WBS of ITC project is built up with the case project. The special usages of WBS/node diagram/Gantt in ITC are analysised. Project describe table/duty distribution matrix/time estimate table/aon activity-on-node for the case project are made in the research, and critical path is decided, father more, rationally optimizing for the plan is made. Through the effective research work above, the actual finish time is ahead of schedule for7days.Another part of research work is project quality and risk management. Causality analysis method is adopted to control project quality of ITC projects through finding main-affected factor. Quality control measures are made. Therefore effectively quality control is achieved in the project management. In the area of risk management, various kinds of factors affecting the risk management in the ITC projects are analyzed in detail in the thesis. The methord is:Identifying the risk factors firstly, then determining main risks factors. Subjective scoring method is effectively adopted in the risk evaluation in such kind of projects,combining quality control with risk control together, it is proved to be a good example in Beijing-Shijiazhuang ITC project’s quality and risk evaluation.Above all, draw the conclusion:it is necessary to adopt project management principle and methord to ITC projects. And it is proved that such theory can practically direct the same kind of projects and form a general model for similar applications. Weak Matrix team-work structure is fit to such projects’s team-work. Regular management tools are suitable in the process and schedule control. Meanwhile, appropriate using the management knowledge and combining the risk/quality control together can ensure the project quality and control the project risk. The research is universal to the same kind of projects.
