Research On Countermeasures For The Construction Of Safety Sea Area Adjacent To Shandong Province

The marine economy of Shandong Province has developed rapidly in recent years.In order to build "Shandong Peninsula Blue Economic Zone" and "The Yellow River Delta" efficient eco-economic zone,Shandong government grasp the development opportunities and make its ship industry toped to the list in China.With the continuous expansion of the port and the increasing traffic density of ship,the ships' meeting become more and more frequently.Especially the coastal fishery and aquaculture industry are well developed in Shandong,the fishing vessel is numerous,the navigation environment becomes more and more complicated,and the potential accident risk is increasing,it has gradually become the main water traffic safety hidden trouble of the Shandong area.In this regard,the Shandong provincial government led the maritime bureau to coordinate the organization of safety supervision and the fishery,rescue,port,shipping enterprises,tourism and other relevant departments to participate in the development of Shandong coastal "safe sea"construction activities to serve the development of marine economy in Shandong and ensure the safety of water transportation in Shandong.This paper first briefly introduces the basic situation of Shandong coastal waters,including the natural environment and navigation environment,and study the characteristics of "Three Highs" in Shandong area.Secondly,it analyzes the data of ship water traffic accidents in Shandong coast from 2008 to 2014,including the total number of accidents,the level of accidents,the type of accidents,the occurrence of waters,the time of occurrence,etc.Through horizontal and vertical comparison,it comes out that the features of water traffic accidents in coastal areas,including the concentrated type of accidents,and fishing boat collision accidents,for example;accident mostly occurred in March to May and September to December;the regions mainly distributed in Weihai,Yantai and Qingdao followed.After analyzing the water traffic accidents and the characteristics of hydrology,meteorology and navigation environment of Shandong,this paper choose Interpretive Structure Model(ISM)to summarize the key factors that affect water traffic safety management in Shandong area,that is to say the main risk factors of water traffic safety in Shandong area.The last part of this paper mainly focuses on how to ensure the safety of Shandong's sea area,including the parties involved in this activity and the problems should be solved in the future construction and the existence of the problem.In addition,the author integrates the theory of public management into the reality of Shandong's water transportation and put forward the construction of safety sea area.The research on the construction work of Safety Sea Area in Shandong coastal area is helpful to solve the problems in the coastal water transportation.What's more,it will provide practical suggestions for the future development of Shandong's water transportation and helpful for the management of the marine supervise departments.
