In recent years, with the implementation of acceleration in developing inland navigation and the economic acceleration of the upper reaches of the Yangtze River, there are more and more bridges in the Three Gorges District. Because of the construction of these bridges, there’s an obvious change in their waterways’ hydrological situations, which threatens the ships’ safety directly. In order to improve the marine sector’s supervision on these water areas’ safety and to enhance its efficiency, based on taking the navigation situations of the water areas of the bridges in the Three Gorges District as the studying object, this article will be devoted to improve the marine sector’s scientific supervision of safety to these water areas by researching the evaluation of their navigation safety situation and to understand them thoroughly.Generally, this article is devoted to thoroughly analyse the principles and the advantages and disadvantages of the common evaluation methods, which ensures the way to evaluate the navigation safety situation of these bridges’ water areas, that is, the vague overall evaluation. With the application of analytic hierarchy process and vague mathematical theories, we will construct the evaluation system and hierarchy for evaluating these areas’ navigation safety so as to get the weight of all evaluation index and to construct its standard; meanwhile, we will ensure the sublet model of all the evaluation standard as well as construct a single-factor vague evaluation model. Based on all these, a multi-factor and multi-level overall vague evaluation model will be set up.After setting up the overall evaluation model, we’ 11 take the water areas of Chongqing’s Baishatuo Railway Bridge as an example and evaluate its navigation safety with the model. With precise verification, We will get an objective evaluation on the bridge’s water area so as to help Chongqing Maritime Administrative Agency take pointed policies in the next step and offer scientific reference to its safety supervision. At the same time, this evaluation system will be spread over in the process of supervising the safety of the bridges’ water areas of the Three Gorges District, which will offer a reasonable and scientific basis to improve Chongqing Maritime Administrative Agency’s supervision on the Three Gorges District thoroughly, therefore, it has a strong reference value.
