Mobile fast way brings convenience to the residents which was advocated in rapid development urbanization life.But also makes intense contradictions between people and vehicles at the same time.Urban traffic congestion causes security risks to pedestrians and car exhaust also makes air quality rapid decline.Along with residents change the way travel gradually,the slow-moving traffic as a low-carbon green way return to the public vision.Pedestrian and bicycle transportation are the observation object in this paper,which explains the theory of the slow-moving traffic and domestic and foreign developments.Analyzes the problems of pedestrian and bicycle transportation in the city.Through the investigation,by analyzing the characteristics of the slow traffic and summarizing the elements of pedestrian and bicycle transportation to construct and complete the slow traffic network system,which solve and the problem of the "last mile" convergence of urban traffic.The article creatively proposed the idea of green chips,which is the chips of ecology and contains a wide range of functions.Just like the chip embeds in the city and all-round penetration of the lives of residents and the formation of different sizes of green open space for residents to provide a variety of leisure methods and improve city environment.According to the travel distance of the slow traffic to determine the size of the green chips,and the function of the green chips to classify.The theory of synergetics was introduced and the basic principles of synergetics was explained in this article.The necessity of cooperation between green chips and pedestrian and bicycle transportation is put forward.This paper expounds the concept and characteristics of collaborative planning,and constructs the spatial model.This article puts forward the cooperative strategy of green chips and pedestrian and bicycle transportation.The key points of coordination are expounded from three aspects,which include the scale coordination,the functional coordination and the subject coordination of the implementation process.The large and small green chips in the city are connected in series by the slow traffic network,which builds an ecologically,low-carbon and interesting urban landscape.Finally,the traffic planning based on green chips is discussed in Changde urban area.To introduce the slow-moving traffic,to differentiate the urban area of the slow line and to build a slow-moving traffic network in Changde urban areas,which can bedivided into different types of green chips with Changde characteristics.Take the Liuye Lake as an example to design the slow traffic routes,including walking trails,bike lanes and water cruise route.Site inspection,analysis of service facilities and post station situation to fully evaluate the green chips of Liu Ye lake.
