The quantity of vehicles in China keeps increasing with the rapid development of social economy and the deepening of urbanization.The focus of urban traffic construction is mainly concentrated on large traffic facilities such as vehicle roads and subway.Urban space is occupied by automobiles,at the same time,the incidence of traffic congestion and traffic accidents is also rising.The inadequate non-motorized transport system makes it inconvenient for residents to travel by walk or riding a bicycle,and these problems become one of the bottlenecks restricting "urban speed".Presently,the development orientation of urban non-motorized traffic such as walking and bicycle is not clear enough in China.Academic research on the walking and bicycle system is focused on the design practice,but less on the planning and construction issues.Pedestrian and bicycle traffic are important parts of urban green transportation system,having a great significance to build "livable city" and "healthy city".It is an important task to plan and construct a good green traffic system for walking and bicycle,optimize and perfect the comprehensive traffic environment and enhance the attractiveness of the city.Based on the analysis of the development of green traffic of walking and bicycle at home and abroad,this paper focuses on the strategic positioning,overall layout,evaluation system,implementation content and ways of urban pedestrian and bicycle traffic system.Firstly,this paper investigates the current situation of the urban pedestrian and bicycle green transportation system,and analyzes the characteristics of pedestrian and bicycle travel and the status of traffic facilities in Xiamen Island.From the analysis of the time consumption of bicycles,walking and public transportation,when the distance is short(within 5 km),the proportion of citizens who choose bicycles and walking and slow green traffic is greater than the proportion of public transportation.Judging from the travel structure,the proportion of slow-moving traffic such as walking and bicycles has been around 40% in recent years.From the current situation of walking and bicycle traffic,most of the pedestrian roads in cities can be constructed according to the plan.Most of the main and secondary main road pavement width can meet the demand for traffic,most sections of the pavement construction conform to the norms.However,due to the increasing pressure of urban traffic,dedicated bicycle lanes are few,the bicycle traffic is disordered,and there is no uniform design standard.Many bicycle lanes are not scientific and unreasonable in the treatment of slopes and intersections,and the phenomenon of bicycle traffic is not smooth.Secondly,we studied the positioning and layout of urban pedestrian and bicycle green transportation system,including the development strategy of urban comprehensive transportation,the overall planning of non-motorized traffic system,the layout planning of pedestrian and bicycle system.The urban transportation development targets should be placed on controlling and guiding the rational use of cars,developing efficient public transportation systems,and constructing high quality pedestrian and bicycle system,with the level of traffic management improved in the meantime.In the period of overall planning of walking and bicycle system,the relevant planning in the early stage should be studied in detail,on the basis of which the development orientation of urban green transportation should be determined,and then the structure and correlation of the greenway system should be carried out.The layout of the walking and bicycle system should be based on the specific natural features of the city,land use layout and future development,and the distribution of landscape resources.The greenway system and the urban non-motorized system function should be scientifically and reasonably combined to determine a set of specific plans.Thirdly,traffic demand and planning objectives of urban pedestrian and bicycle system are overall analyzed,and an urban pedestrian and bicycle traffic system evaluation system is proposed.Urban pedestrian and bicycle transportation system as an important part of low carbon transportation system,pedestrian and bicycle travel mode with its zero emissions,health characteristics,become an important part of the future transport system.Xiamen Island,the status of pedestrian traffic in the city's proportion is of 30%,and bicycle travel ratio is only about 10% of the cases.Urban pedestrian and bicycle transportation system construction mainly includes five aspects: to combine the greenway and commuting leisure passages to build a slow-moving corridor system;to construct a regional slow-moving system;to promot the construction of a number of high-quality trails;and to build bicycle lanes as soon as possible.The system and the acceleration of the construction of the public bicycle system;the construction goals of the pedestrian and bicycle transportation system mainly include: to complete the construction of the “walking and bicycle demonstration project” of the Ministry of Housing and Urban Development as soon as possible;to plan and construct road routes,to plan and construct bicycle lanes and build a public bicycle system.Combined with the demand and construction target of urban walking and bicycle system,the evaluation method is discussed in depth,including the selection and optimization of indexes,the evaluation of facilities and operation level,and established a comprehensive evaluation system of urban pedestrian and bicycle green traffic system.Finally,taking Xiamen's Pedestrian System Improvement Project around Yundang Lake,Pedestrian System Improvement Project along Old Railway Strip Park and Huli Hi-tech Park Bicycle System Project as the demonstration projects of urban pedestrian and bicycle green transportation system,the evaluation of urban pedestrian and bicycle green transportation system is validated.On the basis of the evaluation system,the paper further puts forward a series of plans of the construction of pedestrian and bicycle system in Xiamen which could also be taken as references by other cities.
