Because of its own particularity,hydropower project construction projects often face a variety of types of cross work,and its risk level is higher than the risk level of ordinary engineering construction projects.Therefore,the research on risk management and control mode of hydropower projects is of great significance in hydropower industry.Firstly,in order to identify and analyze the risk of hydropower project comprehensively and systematically,to avoid the problems of repetition,crossing and omission,a risk identification system was constructed.The construction project was divided into several professional sections,and then to identify the risk based on the professional sector subsystem.On the basis of point,line,surface,body,taking operation flow as the main line.Using scientific identification methods such as Failure Mode and Effect Analysis,Job Hazard Analysis,Operation Conditions Risk Analysis,Preliminary Hazard Analysis to equipment facilities,operating processes,personnel positions and environmental atmosphere four specific management objects.Secondly,in order to scientifically evaluate 4 specific management objects,the corresponding risk grading evaluation model is designed.By using the method of evaluation and LEC to evaluate equipment and operation posts,and using the risk matrix method to evaluate the process flow and environment atmosphere.The risk factor database is designed to further evaluate the risk management after grading by setting the responsibility attribution and attention level.Thirdly,based on the closed loop principle,through the introduction of market oriented management mode,the enthusiasm of enterprise employees to participate in risk management is improved.At the same time,the risk management and control model based on 5W1 H is set up,and some management means of risk supervision are made for the security managers.Finally,taking the reconstruction project of a hydropower station as an example.The construction project is divided into four major sections: dam construction,electrical and mechanical installation,factory building and aggregate supply.By using the three dimensional model of risk identification and the identification and evaluation model of "point-line-face-body",the risk factors of each plate are counted and analyzed,and the risk acceptance criteria and the level of concern are set up in combination with the actual situation.The results show that the use of this model can identify all kinds of risk factors in the project of hydropower project,can scientifically assess and classify risk factors and guide the safety management of enterprises.
