The recent years have witnessed a fast-booming development of civil aviation transportation industry,meanwhile the growing flow has given rise to the flight conflict and congested phenomenon increasing frequently.In the Pre-Tactical Flow Management of the ATFM,the traditional rerouting strategy,taking the capacity as the restraints and the delay as the objective,has not evolved with the operation environment of raising task complexity of the ATC.So it is imperative that a kind of rerouting tactics,based on the concept of flexible use of airspace,be researched to improve the airspace resource efficiency,cut down the task complexity and ensure the air traffic more unobstructed and security.In this thesis,a rerouting tactics model based on task complexity is established in accordance with the actual operation situation the terminal airspace.Firstly,the complexity model is built by analyzing task characteristic of approach control of air traffic ATC,and comparing the correlation of dynamic density complexity factor and task complexity,while the weight of model is defined by using the information entropy theory.And then,on the basis of analyzing the traffic flow characteristic,the problem that the delay constraint of rerouting tactics in terminal area which is based on task complexity of ATC is studied.The air path impedance function is researched by referring to the traffic distribution theory.A route impedance function which uses the air path load factor as strategy variable is designed to provide an important basis for of terminal airspace rerouting strategy.After this,a model based on the work of ATC is created in which is taking the work complexity as the optimization objective and the path impedance function as the important constraint.Finally,the optimization model of rerouting is set up with the objective functions of the minimum of single sector complexity and multi-sectors complexity.Improved Particle Swarm Optimization is designed to resolve the model.The issue analyzes the terminal airspace multi sector operation characteristics.The rerouting model and method are proposed based on task complexity optimal objective.Finally,the example is given to verify the feasibility of the model.
