The airspace resources in the terminal area are limited,the flight status is complex,and the complexity reflects the control operation and control load,which affects the control service capacity.Sector designing objectively and quantitatively evaluates the complexity of the operation of the terminal area,adjusts the sector division strategy,reduces the complexity of sector operation,balances the workload of controllers,and improves the service level of the air traffic control system.In order to improve the operational efficiency of air traffic control,this paper studies the evaluation of terminal area complexity and sector planning.First of all,the existing research results of sector complexity has been summarized in this paper,control workload and sector division,analyzes its advantages and existing problems,and determines the research direction of sector division with complexity index.Then,according to the actual situation of the existing sector capacity,flight flow and controller workload in Taiyuan terminal airspace,using the complexity model,controller workload model and sector optimization model,the sector division scheme in line with Taiyuan terminal area is obtained.In this paper,a method based on the complexity of segment network calculation is proposed.The control process and related indicators of the terminal control area are determined by the method of actual investigation and expert scoring from the air traffic control line.The main node of sector planning is the important waypoints of the terminal area approach and departure routes.In the MATLAB software environment,the sector segment network diagram is generated.Based on the statistics of aircraft type,flight status,flight course and aircraft sorties of each segment unit in unit time,the traffic complexity value of terminal airspace is obtained by substituting the complexity model built,and the relationship with the controller’s workload is established.The goal is to balance the workload of the controllers in each sector,the sector structure features are the constraints,and the basic principles are set according to the sector planning,Monte Carlo algorithm,K-means clustering and Voronoi algorithm are used to partition and optimize sectors,and the effectiveness of the method is verified by simulation results.
