With the development of the nuclear power station,nuclear safety and emergency is attracting more and more attention from the government and researchers all over the world.Nuclear emergency decision support system is a very important computer tool for nuclear emergency response.After the Fukushima accident in 2011,the nuclear emergency response is supposed to be more powerful and functional.This paper introduces a practical nuclear emergency decision support system(PDSS),which is able to give users task advice based on the accident situation,and offer practical action suggestions to help execute the tasks.The suggestions cover more than the consequence assessment and protection action advice,which is offered by the traditional nuclear emergency decision support system.There are two subsystems in PDSS: task allocation subsystem and action recommendation subsystem.The task allocation subsystem has already been implemented,and this paper is mainly about the design and implementation of the action recommendation subsystem.There are four function modules in the action recommendation subsystem: information acquisition,task execution,consequence assessment and resource allocation,which are concluded from the requirement analysis based on the nuclear emergency plan.Resource allocation module is able to create an action plan for users,which is the core of the action recommendation subsystem.This paper explains the database design and program implementation of the subsystem.Part of the work introduced in this paper has already been used in a nuclear emergency management system.
