At present,China's nuclear power construction is developing vigorously which is also an important period for the development of nuclear power in our country.Nuclear power construction is an important means of national energy structure strategic layout.The commissioning period of the nuclear power plants is the “Exercise” before the operation of the unit,which is an importanttacheto ensure the safety of the unit.The test of the commissioning period can verify whether the unit can generate power normally and whether the unit can control various parameters in an acceptable range.For the nuclear power safety construction the safety management of the nuclear power commissioning periodhas important significance,the safety management of the nuclear power commissioning period is an important way to ensure the safety of the unit after the commercial operation.However,during the commissioning phase of H nuclear power project,due to many factors,there are still some security related incidents happened,it is difficult to accept for the construction of nuclear power project,at the same time it also caused adverse effects for the nuclear power plant construction schedule,cost etc.In order to research the H nuclear power project safety management in the commissioning period,this paper firstly introduces the basic security theory and its development process,then describe the research on the practice process of nuclear power safety management at home and abroad.Then the H nuclear power project and the safety management practice in the commissioning phase of the H nuclear power project is described,after this paper analyze the internal and external influencing factors of safety management in the commissioning phase of H nuclear power project and identify the safety risk of the commissioning phase of the H nuclear power project through the basic safety theory,use AHP(Analytic Hierarchy Process)method to quantify the results of safety risk weights and compare the weights found the human failure factor is the main risk factor,followed by industrial environmental risk factor.In summing up the H nuclear power project in the commissioning period the main safety risk factor is human failure factor,this paper analyze the human failure,put forward the method to improve the human failure and design practicalmanagement scheme for preventing human failure.Through the control of the main risk factor to enhance the overall level of safety management,then put forward some solutions for the safety risk factor of industrial environment and the necessary ensurance measures for safety management.The implementation of the corresponding design scheme,which can effectively reduce the number of H nuclear power project site security incidents and security defects,improve the safety management of nuclear power project in commissioning period and make the solid foundation for nuclear power construction.
