Research On The Whole Process Cost Management Of Water Conservancy Construction Projects

With the increasing investment in water conservancy construction project, there are problems of determining project cost reasonably, and controlling project cost effectively in water conservancy construction project cost management. At present, the management process and responsibility mechanism of the water conservancy project in our country are deficient, and different participants in each stage of the project have their own interests and management goals. The systematic research on method of cost management of the whole process is also relatively deficient. The purpose of this study is to analyze problems in cost management of the whole process, and to explore the reasonable determination of costs and strategies in controlling costs effectively, it has important theoretical and practical significance.This paper analyzed the current situation in cost management of the whole process home and abroad and the cost management of water conservancy projects in China, and puts forward the ideas of carrying out the whole process of cost management research based on water conservancy projects as a whole. It divided the cost management into four stages: investment decision stage, design stage, bidding stage, the implementation stage, and completion budget stage, analyzed the relationship between these stages and the relationship between participants of the cost management. Secondly, based on the characteristics of water conservancy projects and interests of its participants in different stages, it built the main system of cost management, to reasonably determine the project cost and effectively control the project cost. Finally, it applied the cost management of whole process to the project of South-to-North Water Transfer into Miyun reservoir, and analyzed the cost management within various stages of investment decision, design, bidding, implementation, and completion budget, by using the method of value engineering and quota design theory. Starting from the idea of "people-oriented", this study made comprehensive consideration of the interests of different participants, and discussed the methods of cost management. Following reason analysis, it also provided coping strategy, according to problems and shortcoming in work.Starting from interests of different project participants, this study focused on the determination and control of project cost, from perspective of project management. The research results of this study will serve as guidance in cost management of water conservancy project.
