Evaluation Study On Safety Support Capability Of ATM Sub-bureau

Air Traffic Management(ATM)system is the important constituent part of Civil Aviation System to secure safety flying.ATM sub-bureau is the grassroots organization of ATM system to assure flying safety.Safety support capability of ATM sub-burean directly affects the safety and efficiency of the airplane.Hence,evaluation on safety support capability of ATM sub-bureau will help to find the weak points of ATM sub-bureau,and improve the safety support level.Furthermore,this action will improve safety level of civil aviation industry.Firstly,the definition of safety support capability of ATM sub-bureau was defined and the composition indicators of the capability were summarized by analyzing the ATM sub-bureau's business systematically.Secondly,a questionnaire survey of indicators for safety support capability of ATM sub-bureau was designed and carried out.The reliability and effectiveness of questionnaire were tested.The second-order model was built for safety support capability of ATM sub-bureau.The fitting degree between hypothetical model and data was verified by using the structural equation model.Standard path coefficients between safety support capability and first-class indicators,between each first-class indicator and its second-class indicators were got.The weight of indicators and the indicator system of safety support capability of ATM sub-bureau were confirmed finally.The indicator system includes human factor,equipment factor,environment factor and organization factor in total four first-class indicators,and another 19 second-class indicators,such as personnel full rate,psychological quality,suitability of software,environment of working,and safety culture,etc.Among four factors,human factor has the greatest influence on the safety support capability and personnel full rate has the greatest influence on human factor.Thirdly,based on comparing different evaluation models' pros and cons,evaluation model of ATM sub-bureau's safety support capability was established by applying fuzzy comprehensive evaluation model.A comprehensive evaluation for safety support capability of some ATM sub-bureau was done by using the built evaluation model.And the evaluation result level is good.Finally,the result of evaluation was analyzed and improvement measures for weak points were suggested.
