Since many characteristics of the SDA2 diesel engine locomotive such as highly creative, complicated structure, the short period of development and the large amount of investment in the PN project of Q company, which incur multi-risks in developing products. So, in the entire process of project development, it is necessary to apply the scientific and reasonable method of risk management to ensure the PN project develops smoothly and the products deliver on schedule.In this paper, we take the SDA2 diesel engine locomotive of PN project as an example to develop a complete methods of risk management in the process of diesel engine locomotive manufacturing. This paper consists of six parts; Section 1 introduces the introduction and related work. Section 2 presents the status of Q Company, research background of PN project, team composition and the process of development. Section 3 analyzes the risk factors that may be suffered in the process of developing based on the backgrounds of PN project and status of Q Company. Moreover, the model of developing risk factor is established by extracting the risk factors and classifying and inducing. Section 4 quantizes all the risk factors and finds out three most influential risk factors in the entire process of project development by the analytic hierarchy process and structuring judgment matrix. Section 5 proposes the specific risk strategy according to the distribution of weight of most influential risk factors. Finally, Section 6 concludes this paper.The main contributions of this paper are as follows: first, by establishing the 10 risk factor of level 1 such as technique risk, progress risk and cost risk, and by solving the 45 risk factor models of level 2 such as high standard, adoption problem of new technique and the defect of design, we change the status of original research problem, i.e., only includes progress risk and cost risk, and we also solve the problem of incomprehensive recognition of risk factor, little quantity and simple result. The second contribution is our risk factor model. The AHP method is used to compute the weight the risk model and construct the judgment matrix. By the way of conformance checking, we quantificational derive the most three most influential risk factors, i.e., high requirement of technique, the confusion management of supplier and design change delay progress. The objective and accurate evaluation system is provided for judging the influence of risk factor. Finally, we propose many risk response strategies such as the standard decomposing and requirements responding of users, find and cultivate excellent suppliers, and make reasonable construction plan respectively to provide a solid foundation for smoothly developing of PN project.The risk management method proposed in this paper can be applied in other developing projects of diesel engine locomotive, and it can be as a reference for the rest projects of Q Company in developing risk management.
