Research On Comprehensive Disaster Prevention System Plan In Village And Small Town Of Severe Cold Region

Extensive area in China is fiercely attacked by a wide variety of natural disasters quite frequently,which lead to serious damage in numerous villages and small towns.Local characteristics of the disasters,can be seen obviously i n severe cold region.Most disasters are hydrological rather than geological,and various climate disasters,along with their induced disasters like avalanche and landslide,are prone to appear due to the long wintertime.Forest,grassland and farmland,which are widely distributed in Chinese severe cold region,suffer most significantly from disasters,such as fire and biological disasters,with varied causes.Afterwards,secondary disasters,such as freeze injury,are easy to occur.In this paper,from the village disaster situation and the planning and construction of cold area in case of disaster preparedness s tarting in-depth research in different domains town,township and village based on the study villages cold types of disasters and regional distribution characteristics analysis in cold area towns and villages affected by disasters particularity;the curren t case of the structure and mechanism of action organizations to understand the current disaster control and severe cold area town system,all kinds of precautions hazard bearing body,and a security system.By contrast with the case study of advanced expe rience,analytic unsuitability existing systems and incompleteness;build village complete disaster area cold comprehensive disaster prevention system: according to the particularity in cold area towns disasters,disaster prevention measures and regional towns cold specificity,obtained in cold area villages comprehensive disaster prevention system planning framework and the strategy for disaster prevention and mitigation rationalization proposals.Research on comprehensive disaster plan system in severe cold area have appeared disaster types and characteristics,differ ent from other regions in China,disaster studies of the regional disaster comprehensive study of supplemental content,or provide for extremely cold climates village disaster preparedness reliable basis,contribute to the development and construction of villages and towns in severe cold area;for extremely cold climates village disaster prevention broaden our thinking and improve the planning content.By constructing a cold area villages disaster comprehensive disaster prevention system,more scientifically-its towns and villages provide disaster planning optimization direction to meet the particularity of relief in severe cold area,towns and villages to meet the requirements of the suitability of the local disaster prevention;improve the Comprehensive Disaster theory system.Comprehensive disaster planning research directs the comprehensive disaster planning in small town and villages through few studies.In this paper,in the area of disaster prevention town planning system for the study of the theory of general disaster prevention play rich sound effects,and to provide a theoretical reference for the study of village disaster prevention and mitigation.
