Natural disaster in small towns occurs frequently and caused more serious losses than cities in China.With the process of urban-rural integration,small towns have entered a stage of rapid development.Therefore,it is increasingly significant to construct integrated mitigation planning system for sustaina ble development based on the theory of resilient city in response to the drastic changes of the population and economic society in small towns.The construction of disaster prevention green space plays an important role in integrated mitigation planning.Risk Assessment including single kind of risk assessment and superimposition is a important prerequisit of planning disaster prevention green space.The impact of disaster risk can not only determine the safety of the location of disaster prevention green space,but also can estimate the size of it.The combination of disaster risk can make the planning more quantitative and scientific in small towns.In the past years,there are few studies on the planning of disaster prevention green space in small town,and quantitative analysis and Multi-hazard risk analysis lack of enough consideration.Therefore,this study proposes that the planning of disaster prevention green space should contain three steps: site selection analysis,site scale determination and service scope determination.Firstly,site analysis is used to analyze the disaster and environmental factors related to the planning of disaster prevention green space in small town,building the suitability evaluation system of the site selection of disaster prevention green space and evaluating the rationality of site selection.Secondly,the scale of site is determined by the number of potential refugees which is calculated by seismic damage refuge rate.This can make the scale of site more adaptable.Finally,analyze the service scope of green space through the network analysis function of Arc GIS platform and verify the accessibility of green space of disaster prevention and avoidance.This method can verify the original planning and adjust repeatedly until meet the needs of disaster prevention.When the scope of site is determined,the site scale and service scope then should be verified.If the site scale and service scope can not meet the disaster prevention needs of most of refugees,the distribution and size of disaster prevention green space should be adjusted within the appropriate scope of the suitability analysis.Then the scale and accessibility of these green spaces are not verified again until meet the prevention needs of refugees.This study takes Nehe as an example,use the method to adjust the planning of disaster prevention plan green space,verifiying the current planning,and put forward corresponding planning strategies.This method provides a quantitative method for planning of disaster prevention green space,through the application of this method providing theoretical guidance and technical references for integrated mitigation planning in Nehe.
