Research On Theoretical Methods For Hazard Assessment Of Devastating Disaster And The Frame Of Standard About Disaster Prevention

Large earthquakes, tsunamis, hurricanes and other devastating disasters frequently occur, and seriously damage to human beings and the environment of human survival. These disasters are threatening to the safety of our life, and will damage to our life over a long period of time. So we urgently need to improve the understanding of such disasters. While it is the premise of full recognization for such disasters that we should have more accurate assessment for the disaster. Therefore, it is urgent to carry out hazard assessment for the type of disaster. However, the theoretical research of hazard assessment for the type of disaster is still in its infancy, and the research for this area is nearly blank. How to carry out the analysis of hazard assessment of disaster and build the system of disaster assessment, is to become the curcial problem for the theory of hazard assessment.On the basis of the study, the following results are obtained from this dissertation:(1) The basic concepts for devastating disaster, amount of disaster and resistant ability of disaster are proposed, and the types of devastating disaster are given, while the contents of assessment for devastating disaster are analyzed. At the same time, a simplified model of the hazard assessment is built, and a method for the classification of the devastating disasters is proposed too.(2) the indicators of hazard assessment of disaster are selected, and the framework of hazard assessment for the devastating disaster is established, while the procedure of assessment for devastating disaster is put forward. This will provide a reference for the guidance of assessment on devastating disaster.(3) The meanings, classifications and functions of the Disaster Prevention Park and Disaster Prevention School are explored. And on this basis, the concept of Green Hospital is proposed.(4) In order to be able to provide guidelines for the development and construction of disaster prevention, the frame of standard on construction of disaster prevention is more comprehensively explored and analyzed in four areas, from the principle, procedure, function and configuration of planning of facilities for construction of disaster prevention.The results of the research can be used to guide hazard assessment of disaster. Furthermore, the research achievement could provide a reference for further study on the theory of hazard assessment of disaster, and lay the foundation for how to build a relatively comprehensive standard on the construction of disaster prevention.
