Hong Kong is one of the most prosperous international metropolises around the world, however, lack of resource and land limits it further development. Reclamation has been the most significant approach to solve this issue since 1997, when Hong Kong returned to the governance of Mainland of China. For several decades, the experience of design and construction of artificial island has developed significantly; the reclamation is highly supported by the government, especially in the case of Hong Kong. As the scale of the artificial island is enhancing significantly, several issues such as environmental protection, reduction of harbour area and water area has been raised. Therefore, it is necessary to analyze the critical issues within the design and construction of artificial island.This paper is based on Hong Kong Incineration Plant artificial island project which is to address the growing problem of waste disposal in Hong Kong. According to the current production of municipal waste in Hong Kong, the capacity of existing facilities in 2025 will reach the limitation and therefore the incinerator artificial island project is of great significance under this circumstance.In this paper, the location of the project is determined and the natural conditions of the project area are analyzed and the layout plan of the artificial island is put forward. On this basis, the following key technologies are studied: steel cylinder structure reinforcement design, steel cylinder installation design, sub-cell structure design, steel cylinder structure stability design, cofferdam design and soft ground treatment and etc. This design proposal of artificial island is not only able to meet the requirement of construction and operation period but also to meet the Hong Kong's strict laws and regulations, which provides important instruction and guidance for the future development of artificial island in Hong Kong.
