Study On The Causes Of Ship Accidents Based On PSC Inspection Results

Reduce and control the occurrence of ship traffic accidents,has been the maritime sector research and solve the primary problem.In order to effectively reduce and control the occurrence of ship traffic accidents,the focus of the ship’s safety management is changed from the experience-based safety management after the accident to the previously preventable safety management,which must be clear between the accident and the potential factors causing the accident Mutual relationship,so that the safety management more targeted to do the pre-preventable.PSC inspection results can reflect the ship from the first time to check to the present or scrapped since the security check the situation,check the standard and record the data consistency,objectivity,and stored in the database,a more comprehensive reflection of the ship information and ship safety risks Situation,the effective use of the data analysis of the ship safety situation and the relationship between the accident,to enhance the safety of ships and so on is of great significance.Based on the defective factors of the ship,this dissertation collected 2300 ship accident cases and the PSC inspection data from the Tokyo Memorandum and the Paris Memorandum from 2000 to 2013 IMO,and obtained 600 accident ships and 600 non-accident ship data Samples were used to extract several key factors of PSC examination data by factor analysis method.Logistic analysis method was used to identify the correlation between the common factors of accident potential factors and ship accident,and to determine the relationship between PSC Risk factors and ship accident safety assessment model;clear the accident and PSC.test results for the object of the potential factors associated with the overall accuracy of about 80%.According to the model,the radio communication,propulsion and auxiliary mechanical defect items have great influence on the occurrence of ship collision and touch accident.The influence of propulsion and auxiliary machinery,radio communication,certificate and document defect on the ship’s stranding and hit Large;ship structure,watertight state,radio communication defects on the ship overturned accident occurred than a great impact.However,due to the limitations of ship accident data and the corresponding queryable PSC inspection data is limited,which means that the analysis of this article is not very complete,there is a lot of room for development.
